Subject: KELLY ELEMENTARY SCHOOL - 'REVISED EDO DETERMINATION
AND REQUEST TO WAIVE SEWER FEES
Statement of the Matter
Pursuant to Council's request at the June 20, 1978 Council.Meeting,
staff has further investigated the Kelly Elementary School sewer
requirements. As outlined in the staff report dated June 26, 1978,
this facility will require 10.1 EDUs of sewer service. This deter-
mination is based on occupancy load of the facility, rather than
estimated first-year enrollment.
The Carlsbad Unified School District has requested the sewer fees
be waived. Council Resolution 5303, which established the second
phase sewer allocation system, requires the payment of the standard
connection fee of $500.00 per EDU and the Encinitas lease cost
of $375.00 per EDU. To date all allocated sewer connections have
been required to pay these fees, including public projects such as
the County solid waste transfer station.
If this request and the North County Ballet Company request of
2.2 EDUs (to be considered on a separate agenda bill) are granted,
a balance.of 22.7 EDUs will remain in reserve for potential future
community facilities.

SUBJECT: Kelly Elementary School - Revised EDU Determination and Request
to Waive Sewer Fees
Pursuant to Council's request at the June 20, 1978 Council Meeting, I have
further investigated the Kelly Elementary School sewer requirements. In
the time available, it was not possible to prepare a comprehensive research
of water at the existing CUSD facilities. Enough research along these lines
was conducted to raise some doubts regarding the accuracy of this approach.
The six existing schools (four elementary, one junior high school and one
senior high school) are served by no less than 15 separate water meters.
Some only provide landscape water, and some only provide domestic water to
school facilities. Most provide both landscape and domestic water. Seasonal
variations in rainfall greatly affect water use independent of sewer flows.
In addition, occupancy of the school facilities is not consistent throughout
the year. Some schools have summer sessions and some do not. Extended
vacations, such as Christmas and Easter, also affect sewer flows and are
difficult to accommodate in sewer flow calculations based on water usage.
A quick review of the four existing CUSD elementary schools resulted in
variations from 2.0 to 5.7 gallons per day per student. This study was
based on the water usage through last January, February and March. Due to
the extremely wet weather, it was presumed that a negligible amount of irri-
gation water was used. The wet weather, however, could also have significantly
affected attendance through this period. The water use through these three
winter months was converted to an average use in terms of gallons per day,
which was then adjusted to accommodate the summer months of inactivity where
appropriate.
Since the water use study proved inconclusive, or at least unreliable, we
then returned to the original method of analyzing the school based on
occupancy. The total classroom area of 12,164 square feet and an occupancy
load of one student per 20 square feet were used to estimate a potential
occupancy of 608 elementary students. Using the rate of one equivalent
dwelling unit (EDU) per 60 students, sewer requirements were then calculated
at 10.1 EDU. County of San Diego staff, who administer a similar EDU ordinance,
have indicated that they have utilized this procedure in lieu of more reliable
estimates.
The school district has requested a waiver of the normal fees associated
with the sewer allocation. The second revisions to the first phase allocation

system (Res. No. 5303) requires payment of the standard $500.00/EDU sewer
capacity charge and a $375.00/EDU surcharge to recover the cost of the
Encinitas capacity lease. To date, all allocated sewer connections have
been required to pay these fees. This includes public facilities such as
the County Solid Waste Transfer Station. Project managers for City projects,
such as the community swim complex, Harding Street Community Center, Magee
Park, etc., have been advised to budget for the necessary sewer fees. With
this in mind, I would recommend that Council not waive the sewer capacity
charges.
Recommendation
That City Council allocate 10.1 EDU of sewer capacity under the second
revision of the First Phase Sewer Allocation System to Kelly Elementary
School, subject to payment of the appropriate fees within 30 days.
