Subject:
Temporary Water Line Easement; Carlsbad Palisades
Statement of the Matter
Douglas Southwest, original developer of Carlsbad Palisades, relocated a 12" water line as a temporary measure to continue water service to the Laguna Riviera subdivision (Neblina/Avilla area) while grading and installing a 14" water line in the Palisades subdivision. This line also serves the Laguna Riviera subdivision but at a different location and it was intended to provide all of the water needs in the area. However, unti 1 addi ti-onal development occurs in the area between Pal i sades and Laguna Ri viera, use of the 14" line results in a dead end and small demand along Avilla. The 12" line feeds through Avilla and overcomes the dead end problem. Additionally, the 12" line provides a second supply service to tile area should there be a problem on the 14" line.
. L & R Partnership, owners of the property through which the 12" line passes is willing to grant the city a 20' temporary easement until such time as the area develops. It is recommended that the city accept tne easement in order to continue use of the 12"

SUBJECT: Temporary Water Line Easement; Carl sbad Ral i sades
This is to amplify information provided for today's agenda; same subject.
The 12" water line for which we are requesting the temporary easement is operational at this time. It was relocated by Douglas Southwest and the temporary easement was obtained by them until installation of and acceptance by the City of the 14" permanent line.
this regard and wish to return the easement to L&R Partnership. It would be necessary to abandon this 12" line in order to complete this process, since
we would not have access to maintain it in operation. L&R is willing to provide this access to the City by providing a temporary easement. if the area develops, this water line would provide service to the area.
They have met their obligations in
When and
It is desirable for the City to retain this line in operation at this time
because :
1. It provides for greater flows to Avilla and does away with a
deadend.
2. It is an alternate supply source to the Palisades development should there be a problem on the 14" line. The 14" line traverses two steep slopes which when development occurs wi 11 be more secure
than at present - i:t will be in public streets which presently are unpaved, or on easements within the development.
