Statement of the Matter
0n.August 2, 1977, the City Council approved the precise plan (PP-24) for.
the development of the Plaza Camino Real expansion'. PP-24 called for two
additional major stores for a total of four, mall shops, realignment
of Buena Vista Creek and parking. Since then the developer has
proposed an alternative plan which includes a fifth major store, more
parking and a slightly different realignment of Buena Vista Creek. The
plan approved by Council on August 2, 1977, proposed 1,018,025 square feet of floor area. The revised plan proposes 1,173,376 square feet of floor
area. Approval of the alternate plan would give the developer the
option to proceed with the four store or five store plan as he may
t determine. b

Environmental
The addition of the fifth major store and the realignment of Buena Vista
Creek were adequately addressed in EIR 389 which the Council certified on July 19, 1977. The current proposal is to reduce the length of the realignment of the creek. This change in the project description has been examined and determined to be insignificant. The environmental
concerns are the same. Therefore, the requirements'of CEQA with regard
to this proposed alternative to PP-24 have been fulfilled.
RECOMMENDATION .

after the project is completed than presently exists.
5. To the extent that any of the environmental impacts
resulting from this project are deemed to -be insufficienfiydtigated
by the conditions of approval, the City Council finds that ,there
are overriding economic and social considerations which justify
overriding. any such impacts and the approval of this project. The
primary considerations are the amount of additional tax revenue-the
City will receive as a result of this project and the approximately
three hundred additional jobs which will be provided to the people :

r.JHEREAS, the agreement between the applicant and the City
of Carlsbad which provides for the expansion of the Plaza Camino
Real Shopping Center, requires that the details of that expansion
be submitted to the City Council for approval in the form of: a
Precise Plan; and

The parking lot shall be maintained as outlined in
the Parking Lot Operating Agreement. attention shall be given to keeping the lot clear
of excessive oil and fuel spills that could wash off and impact the water quality of Buena Vista Lagoon.

The applicant shall participate with the City in the improvements of Marron Road and bus transfer locatio1 that are recornmended by the study that is currently underway for these items, in accordance with the agreement dated November 5, 1975.

SUBJECT: ALTERNATIVE PRECISE PLAN FOR THE EXPANSION
OF PLAZA CAMINO REAL; CASE NO. PP-24A
BACKGROUND
The City Council approved Precise Plan 24 (PP-24) on
August 2, 1977. At that time, PP-24 called for four major
department stores, mall shops, accessory parking, and re-
alignment of Buena Vista Creek. PP-24, as approved, would
add 436,438 square feet of building to the existing 581,587
for a total of 1,018,025 square feet. The proposed
alternative, PP-24A, would add a fifth major department store,
additional parking, and a slightly different realignment of
Buena Vista Creek. The total building area would be increased
by 155,311 square feet, bringing the total for the center to
1,173,336 square feet.
PP-24 calls for realignment of 2100 linear feet of the Buena Vista Creek channel with a 1000 foot long box culvert. PP-24A reduces the realignment to 1,500 linear feet of channel with a 250 foot long box culvert.
EIR 389, which was certified by the Council on July 19, 1977,
anticipated the additional fifth store with accompanying parking.
The proposed alternate plan before you now fulfills this
anticipation.
REQUEST
The applicant requests that you approve the alternate precise
plan, PP-24A. Precise Plan 24 (PP-24) was processed to the
City Council via the Planning Commission. This request is being
forwarded directly to you at the applicant's request. Apparently, the applicant is working with time constraints imposed by the principals involved in the expansion. If you wish to approve the request, a Resolution doing so is attached to this report.
DISCUSS ION
Attached to this report is a copy of Resolution No. 5166 (approving PP-24). Several of the suggested conditions of approval for PP-24A are taken directly from this resolution. These are suggested
condition numbers 3,4,5,6,7,8,9,12,13,14,15,&16. Suggested condition numbers loti11 are paraphrased contractions of conditions
of approval numbered 3,4,5,&14 of Resolution No. 5166.

The remainder of the suggested conditions of approval are tailored
specifically to PP-24A and the companion exhibit "A" dated July
26, 1978. Suggested conditions 1 & 2 nail down the site and the
buildings. Suggested conditions 17 & 18, which relate to parking
lot design and traffic circulation, are a result of a recently
completed study required by Condition No. 13 of Resolution No.
5166. The proposed modifications to the existing parking lot and
Marron Road are depicted on Exhibit "A", dated July 26, 1978.
The redesign and reconstruction of the existing parking lot and
Marron Road are intended to improve the circulation of vehicles and pedestrians around the center and to the commercial develop-
ment across Marron Road. As a result, circulation will be safer,
more efficient and less confusing.
Condition No. 19 is designed to keep the expansion project moving
with dispatch. Condition No. 20 is intended to clear up a
previous problem involving sewer allocation for the proposed
expansion.
The proposed realignment of Buena Vista Creek is slightly changed
from what was originally called for in PP-24. This is primarily
to avoid development within the coastal zone boundaries. Staff
has analyzed this change and feels that the change is insignificant
and would not warrant a revision to E.I.R. 389. The addition of
the fifth store comes as no surprise. This was anticipated
when E.I.R. 389 was prepared. Anticipation of the fifth store
is the reason for the realignment of the creek - to provide additional parking.

The Council continued their consideration of (PP-.24A) (Agenda Bill No. 3481, Supplement 15) to August 3, 1978 to give staff an opportunity to analyze an eleventh hour revision requested
by the applicant.
This memo is intended to inform you that staff has analyzed the
revision and is prepared to stand by the recommendation of Agenda
Bill No. 3481, Supplement 15. It is also intended to transmit
information regarding this revision, a new Exhibit "A" and a new
approving resolution with appropriate changes. The only difference between the two resolutions is the references to the date of Exhibit A.
The applicants for the expansion of the Plaza Camino Real are
proposing to bridge a 230 linear foot section of the Buena Vista
Creek channel to provide an additional fifty (50) parking spaces
just north of the proposed Broadway Store. Staff has analyzed the proposal from a design and environmental perspective. Design-wise,
the bridge will pose no problems to the flow of the channel or the
function of the parking lot. An environmental review was performed
by staff and Westec Services. Westec authorized the draft EIR 389
for the shopping center expansion. Westec concluded "that the environmental impact related to the revised plans will remain essentially the same or less than those previously identified in the aforementioned EIR . . . 'I. Staff concurs with this conclusion. The Planning Director has found that the requirements and intent
of CEQA has Seen fulfilled.
Staff recommends that the Council approve Alternative Precise Plan (PP-24A), as shown on Exhibit A, dated August 2, 1978.
