Statement of the Matter
BACKGROUND
. The approved precise plan (PP-24) for the expansion of Plaza Camino Real
provides for City Council review and approval of the building elevations
of the Sears store:

The architects for the Sears store have suhitted proposed building elevati-
pictures of a colored rendering and a mterials board for City Council approval.

ANALYSIS OF PROPOSED BUILDING ELEVATIONS FOR
CASE NO. PP-24 THE SEARS STORE AT PLAZA CAF'IINO REAL
Backaround
Precise plan (PP-24) provides for City Council review and approval
of building deviations for the proposed Sears and Bullocks stores
to be included in the expansion of Plaza Camino Real. The Council
has previously performed such a review for the proposed Bullocks
store. For the Bullocks review the applicants furnished elevations,
a materials board and photographs of a scale nodel. The applicants
for Sears have furnished elevations, a materials board and photographs
of a colored rendering. Staff feels that the information furnished
by the applicant is sufficient to evaluate the project pursuant to the Precise Plan (PP-24).
Discussion
The major considerations of this review from staff's perspective are:
1. Is the design and scale of the proposed Sears store compatible
with the existing center and the proposed expansion?
2. Are the proposed colors and materials in harmony with the
existing center and the proposed expansion?
In the past the issue of "Hispanic Motif" was discussed. "Hispanic Motif" is not an element of Precise Plan (PP-24) nor any other formal document adopted by the City. It has been an informal policy of
the City to encourage "Hispanic Motif" for development along El Carnino
Real. Staff is not aware of the origin of this informal policy.
This issue was dropped with review of the Bullocks store because
much of the existing development at Plaza Camino Real was definitely
not "Hispanic".
Regarding design scale, color and materials:
These are somewhat subjective, especially in this case. Each major
store is making a strong effort to be distinctive. This makes design
compatibility difficult to evaluate. To complicate matters there
is no master architect to assure a common theme. Precise Plan (PP-24)
puts the City Council in this role. The existing center does not
strongly exhibit a prevailing theme. The ,May Company and Pennys
stores are quite different in design, color and materials. They are
similar in scale and prominance. The compatibility of these two
stores is somewhat subtle.

In Staff's opinion the scale of the Sears store is compatible with existing and proposed structures. The maximum height of the Sears store is 40.5 feet, Pennys is 40 feet, Bullocks is 56 feet and May
Company is 52 feet. The design of the Sears store is contemporary
as is the design of the other major stores. However, please keep
in mind that "contemporary" covers a very broad spectrum of design.
Most of the colors and materials are close enough to existing that they will not present an offensive contract with the possible exception of the paving material and the proposed building blocks.
Staff feels that materials and colors of these elements should closely
resemble what's existing. This would provide a common thread, through
the center, which would be most noticeable at the pedistrian level.
It would not be noticeable from a distance. The project proponents
for Sears are willing to work with Staff to achieve a mutually accep-
table material for these two elements.
Staff Recommendation
Staff recommends that the City Council, by minute motion, approve
the elevations of the Sears store as shown on Exhibit "A" dated July
25, 1978 with the condition that the project proponents agree with
planning staff toward a mutually acceptable paving and building
block material.
