SUBJECT: ZCA-85 SENIOR CITIZEN HOUSING STATEMENT OF THE MATTER: Council, at its workshop meeting of November 22, 1977, returned this item to the staff for further analysis. In the course of council discussion, additional information was requested relative to the following: a. Rent control b. Rent subsidy c. Age/income restriction d. Section 8 housing program The report being considered by council on November 22, 1977 is attached as Exhibit H. .Over the past few months the Planning Director and the Redevelopment Coordinator have researched the above noted subjects and have prepared the report attached as Exhibit I. As a result of this research three alternative approaches are presented for council consideration complete with drafts of implementing documents. .- Staff has been in contact with Mr. William Rick, a local business man who has been interested in this issue for the past two years, while this study has been in process. His memos are attached as Exhibit 3. EXHIBITS: Exhibit I, Senior Housing, 7/7/78 Exhibit II, Senior Housing, 7/7/78 Exhibit III, Senior Housing, 7/10/78 RECOf IT-TENDATION; If Council does not desire to become involved with rent or income restrictive projects, and desires to keep administrative costs to a minimum, the conditional use permit process as outlined in attachment I of Exhibit I is recommended. Although the secured equity provision outlined in attachment II of Exhibit I increases the ability to enforce the provisions of the C.U.P., it would definitely require increased administrative costs and therefore was not recommended. Although staff is recommending the conventional C.U.P. approach it should be noted that all options outlined in the staff report are available to the Council. AGENDA BILL NO. 5249 - Supplement #1 -2- August 15, 1978 8-15-78 The Council accepted the staff recommendation for attachment II of Exhibit #1, and directed staff to return with an ordinance to implement Attachment II.
