Mgr. * "- " - - Sub j ect : - URBAN OPEN SPACE AND RECREATION PROGRAM (SB 174 BLOCK GRANT) " Statenent of the Matter The Urban Open Space and Recreation Program (SB 174 Block Grant) ,wi vide $15,000,000 during fiscal year 1979 for 75% State matching fun cities, counties, and park and recreation districts which in turn F 25% matching funds for acquisition and development of recreational and facilities in urbanized areas. The City of Carlsbad has been allocated approximately $8,375 under grant program which could be used to procure and install stationar) picnic tables, benches and barbeque stands at Maxton-Brown Park, 0; Pi0 Pic0 Park, Rotary Park, Chase Field and Holiday Park. The tot2 of the project is estimated to be $11,200. Because of the stipulat the grant funds allocated to the city must supp3ement and not suppl funds, all a.lternatives- considered were determined to be ineligiblc funding. Ul 4. \. . .. . v * e MEMORANDUM TO : CITY MANAGER FROM : Coordinator, Parks and Recreation Department DATE : July 19, 1978 SUBJECT: URBAN OPEN SPACE AND RECREATION PROGRAM (SB 174) The Urban Open Space and Recreation Program (SB 174 Block Grant) vided $25 million during fiscal years 1977 and 78, and will prov $15 million during fiscal year 1979 for 75% State matching funds cities, counties, and park and recreation districts which in tur vide 25% matching funds for acquisition and development &of recre areas and facilities in urbanized areas. One of the major requirements of this grant program is that the funds be used to supplement rather than supplant local funds. 1 of this stipulation, all alternatives considered were determine( ineligible for funding. (The Ocean Street Beach Access was one native considered but because of its inclusion in the FY 78-79 f get at $19,500, it is ineligible for funding due to the supplemc supplant requirement.)
