Mgr. Subject: PARKING CITATION POLICY - NORTH COUNTY MUNICIPAL COURT Statement of the Matter The Judges of the North County Municipal Court have decided that effective August 14, 1978, the court will no longer process citations that do not have signed promise to appear or a formal signed complaint. This means that the six cities in the court's jurisdiction, Carlsbad, Del Mar, Escondido, San Marcos, Oceanside and Vista, must each establish a system for processing parking citations and collecting the bail. This change in the court's policy causes wasteful duplication and defeats the desire for efficient government. The cities involved are expressing their displeasure with this by adopting resolutions to be forwarded to the court. Exhibits 1. Letter to citing agencies from Clerk/Administrative Officer 2.
