BORTELS FOR AN ALLOCATION, OF 3.0 EDUs SEWER CAPACITY FOR THE ARMY AND NAVY ACADEMY Statement of the Matter Mr. Bortels, who is president of the Army and Navy Father's Association, is requesting approval for a new laundry room at the Army and Navy Academy con taining four (4) washing machines. The request includes a waiver for sewer capacity charges. Based, on our sewer ordinance, four washing machines are 3.0 EDUs. Since the Academy is a private facility, Engineering staff has determined it should be regarded as a commercial land use rather than a school. There is no remaining sewer allocation for commercial land use from the second revision of the first phase sewer allocation. If the Council so determines, the Academy may be regarded as a community facility. The 3.0 EDUs may then be a I located -from the 24.9 EDUs remaining in this account. Staff memorandum dated July 25, 1978 Recommendation If Council determines the Army and Navy Acadejny to be a commercial land use they should act to deny the request. If Council determines the Army and Navy Academy is a community facility, they should direct the City Attorney to pre- pare the necessary resolution to allocate 3.0 EDUs to the Academy from the community facility reserve subject to the payment of $875 per EDU. Second tidlf Century Army ana Navy Academyj j J (jarlsbad, (jaliiornia 28 June 1978 The City Council City of Carlsbad and Mr. Paul Bussey, General Manager Dear Council Members and Mr. Bussey: I am writing this letter in behalf of the Army and Navy Academy Fathers' Association (ANAFA), in request for a variance to the moratorium on additional sewer facilities within the city. ANAFA would like to build a laundry room on campus at the academy. Our reasons for such a project are: 1. It will facilitate closer supervision of the youth, as they will not be leaving the campus to do their laundry. 2. It will reduce water usage at the academy. At the present time some of the cadets handwash some of their personal laundry in the bathroom sinks. This entails using far in excess of the 15 to 18 gallons that would be required of a washing machine for a full load of laundry just to half clean a few pieces of clothing. 3. It will provide for better sanitary conditions, mainly in re- spect to cleaner clothes. Plans for the laundry which consists of four washers and three dryers, were submitted approximately three weeks ago and were reviewd by Mr. Flannagan in Engineering. It is his finding that there are no exceptions that would allow for a variance. It is for this reason that I am requesting a variance, based mainly on the reduced usage of water, from the Council. I would also respectfully request a waiver on the required fees which would make the project prohibitive for us. Carlsbad City Council and Mr. Paul Bussey, Gen. Mgr. Army and Navy Academy has an enrollment of approximately 330 students of which roughly 21 are day students. This number will remain fairly constant due to limited facilities. This request is not based on past or future growth in the number of enrollments, but solely on the merit of water conservation, student control and proper sanitation habits. Weighing the just cause and the end product of the academy, I am con- fident that you will give this thoughtful consideration and action. Respectfully yours, William C.
