Statement of the Matter
BACKGROUND :
The approved precise plan (PP-24A) for the expansion of Plaza Camino Real provides for City Council review and approval of the building elevations
of the proposed Broadway Store:

REQUEST :
The architects for the Broadway store have submitted proposed building
elevations, photographs of a model, and a materials board to a-id the
City Council in reviewing the elevations.

RECOMMENDATION:

SUBJECT: ANALYSIS OF PROPOSED BUILDING ELEVATIONS FOR THE BROADWAY
STORE AT PLAZA CAMINO REAL
CASE NO. PP-24A
BACKGROUND
Precise plan (PP-24A) provides for City Council review and approval of
building elevations for the proposed Broadway store which is a part of
the expansion of Plaza Camino Real. The Council has previously performed such a review for the proposed Bullock's and Sear's stores pursuant to PP-24. Similar exhibits were furnished for Council evaluation of these
two stores.
DISCUSSION
The major considerations of this review from staff's perspective are:
1. Is the design and scale of the proposed Broadway store compatible
with the existing center and the proposed expansion?
2. Are the proposed colors and materials in harmony with the existing
center and the proposed expansion?
The Council has recently reviewed the elevations for the proposed Sear's and Bullock's stores. Admittedly the connection between the
existing center and these two stores was somewhat subtle. Staff feels
that compatibility between the proposed Broadway and the rest of
the center is more obvious. The Broadway store will be located on the
north side of the center west of the existing Penny's. This side of the
center is dominated by the Penny's store and the facade of the mall
shops. Both Penny's and the mall are white with flat facades, straight roof lines and arches. All of these architectual features are repeated in the design of the proposed Broadway. The colors of the block blend
well with the existing whites of Penny's and the mall. The orange tile proposed for the two entrys match the orange tile used on the Play Company's entrance canopys. The paving tiles match the color of the existing tiles used and the tile proposed by Sear's although the texture is somewhat rougher to prevent slipping. The stores facade will be approximately 52 feet high. The rooftop equipment screen will add approximately ten feet in height making Broadway the highest building in the center. The next highest building is the proposed Bullock's at
56 feet.

Staff finds that the building height of Broadway is proportional to
the other structures in the development and will not have an adverse
affect on other surrounding properties in the area.
The finding of "compatibility'" is both objective and subjective. It's
also a matter of policy. In any case PP-24 and PP-24A put the Council
in the role of a design review board. Staff has presented information
for the Council to use in the "objective" analysis of the Broadway
elevations. The Council will have to draw its own conclusion on the
subjective and policy portions of this review.
STAFF RECOMMENDATION
That the City Council, by minute motion, approve the elevations of the
Broadway store as shown on Exhibit A attached, dated August 8, 1978,
finding that Broadway is proportional to other structures in the center
but will not have an adverse affect on surrounding properties.
