Statement of the Matter
A request has been received from Mr. Endre Algover to address
the Council relative to the public beach access on Ocean Street.
Exhibit

Letter to Council dated August 8, 1978 expanding on purpose
of the request.
Council action
8-15-78 . Following lengthy discussion and testimony from property owners and other interested citizens, it was the feeling of the Council no action could be taken until such time as other dedications are made for beach access.

To inform the City Council of the present situation of public beach access on Ocean Street in the City of Carlsbad.

Applicant: Endre Algover and other Carlsbad citizens
The purpose of the requested time is to make a presentation to
the Carlsbad City Council on the beach access problems existing
on Ocean Street and the need for the City to relax its policy
of not accepting for dedication access ways under 10 feet in
width in this area.
We will present to the Carlsbad City Council those factors that
support the argument for acceptance of two five foot access ways
offered to the City for dedication as conditioned by the Sari Diego
Regional Coastal Commission.
These factors include the economic hardship incurred by those
residents on the east side of Ocean Street who rely upon tourist
rentals as a means of income, the scarcity of undeveloped land
in the area and the extremely high cost of the land.
