Subiect:SEWER ALLOCATION - LINCOLN MERCURY AND CHRYSLER CORPORATION
Statement of the Matter
Negotiations have been completed with Ford Motor Company to
construct a Lincoln Mercury dealership in Car Country. It
appears, for several reasons, that a septic system will not
solve their sewer problems, therefore, they cannot build.
Negotiations are near completion with Chrysler Corporation and
they face the same problem. The dealerships would use approximately
10 EDU's, each.
Although there are many potential projects within the City held up
by the absence of sewer capacity, Proposition 13 may require us to
look at these in terms of which have the greatest capacity to
bring needed revenue to the City. The present center is estimated
to generate approximately $500,000 annually. The two dealerships
referenced above are each anticipated to produce in the neighborhood
of $30,000 -to $75,000 annually in sales tax.

. Car Country is similar to the Plaza Camino Real shopping center in
that we have a previous commitment to the project through our
$384,000 obligation to lease/purchase Paseo Del Norte. The City's
annual lease payment is approximately $54,000.

Recommendation

That the present sewer moratorium be amended to provide an exception
for the two additional dealerships at Car Country. If the Council
concurs with this action, they should instruct the City Attorney to
prepare the necessary documents.
