Statement of the Matter

allocation of the necessary EDUs to provide sewer service for a
professional office building to be located at the southeast
corner of Grand and Jefferson._ The new 1 3,200-squa re foot struc-
ture will replace an existing 1,1 AO-squa re foot office building.
The sewer allocation system provides for Council's allocation of
sewer service for projects within the redevelopment area from the
contingency reserve of the First Phase Sewer Allocation System.
Based on the proposed increased floor area of 12,060 square feet,
the Engineering Department staff has determined that 6.7 EDUs are
required.

Staff recommends that the.Co'uncil consider all the information
available and take one of the following actions:
1. Direct the City Attorney fo prepare the necessary 'documents
allocating sewer capacity of 6.7 equiva1 ent dwelling units

to Coastal Commission approval and building permit issuance
within six months of Council action; or
2. Deny the applicant's request for 6.7 equivalent dwelling
units of sewer capacity.

Council Action:
10-3-78 Council continued the matter until such time as the
Redevelopment Plan is complete, following which the
item will be given immediate consideration.
MEMORANDUM

SUBJECT: BLANKENSHIP - SEWER ALLOCATION REQUEST
BACKGROUND
On April 19, 1978 a sewer allocation request was received from
Mr. Jeff Blankenship. The request entailed the construction
of a 3800 square foot restaurant at 2910 Jefferson Street.
Staff acknowledged receipt of the request and notified the
applicant that the matter would be presented to the Council.
Subsequent to the request Mr. Blankenship perceived that the
site was not capable of accomodating the original restaurant
proposal in that parking, landscape and other site requirements
could not be met.
Upon realizing that the restaurant proposal was not feasible
Mr. Blankenship began working with staff to determine what type
of development could be accomodated. On July 28, 1978 Mr.
Blankenship formally notified the City that he was changing his
request from restaurant development to office development. Concept
plans for the office development were presented to staff in early
August. On September 15, 1978 Mr. Blankenship1s architect
delivered the plans to the Redevelopment Coordinator for
processing in accordance with the revised request.
The project will result in the removal of a delapidated structure
at the corner of Grand and Jefferson. In addition, it will
result in furtherance of the emerging office development surrounding
the Village Area.
RECOMMENDATION
Therefore, it is recommended that the subject request be forwarded
to Council for consideration of the basis of benefit to the
redevelopment effort.

Dear Mr. Bussey: •
The attached letter was sent to the City on April 17, requesting
that development of the subject site be given consideration of
the sewer allocation system. I am writing to reaffirm my interest
in pursuing this project.
During the past few months, I have retained an architect and un-
dertaken analysis of the site toward the end of preparing plans
for submission to the City. Our initial finding is that the best
use, from the standpoint of compatibility with existing uses, is
office- professional. It appears as though we-can meet all esta-
blished city standards for this type of development.
I will be presenting my preliminary plan to staff for their re-
view withinthe next week. We feel that our concept will improve
the area immensely and definitely inhance the Village-like
character;
I look forward to working with the city and participating in the"
revitalization effort currently being supported by the City.

Dear Mr. Bussey:
I "am part owner of property located at 2910 Jefferson Street
(intersection with Grand Avenue) in Carlsbad. The site is a
corner 75'x 140' with alley access. It -is improved with an
older single family residence. The land is zoned C-2. It is
within the Central Business District land designation of the
Village Area Preliminary Plan.
We are presently negotiating with a local Carlsbad restaurateur
to construct a 3800 square foot commercial building with "an
appurtenant long term lease. Inasmuch as the existing improve-
ments .appear as a blight on the area and there is no economic
return we are anxious to proceed with our building.
We have been in contact with Jack Henthorn, Redevelopment
Coordinator as to the sewer allocation system.' It is our
understanding a formal request is necessary in order to" obtain
increased sewer capacity for our project.
Please regard this letter as a request for additional sewer '
capacity to allow us to proceed with our commercial building
which we feel will conform to the philosophy of the Village
Area concept.
We. are prepared to submit architectural plans arid lessees 'name
upon request.
