DEPARTMENT: Engineering C> Mgr*—^ - Subject:DENTAL/PROFESSIONAL OFFICE BUILDING - SEWER ALLOCATION REQUEST PACKARD DEVELOPMENT CORP. Statement of the Matter Dr. H. Von Packard is requesting an allocation of the necessary EDUs to provide sewer service to an expanded denta1/professiona1 building to be located at the southwest corner of Grand and Jeffer- son. The new 7,000-square foot structure will replace an existing 1,600-square foot dental suite. The sewer allocation system provides for Council's allocation of sewer service -for projects within the redevelopment area from the . contingency reserve of the First Phase Sewer Allocation System. Based on the proposed increased floor area of 5,^00 square feet, the Engineering Department staff has determined that 3.0 EDUs are requ i red. Exhibits 1. Memo from Redevelopment Coordinator 2. Vicinity Map Recommenda t i on Staff recommends that the Counpil consider all the information available and take one of the following actions: 1. Direct the City Attorney to prepare the necessary documents allocating sewer c-a-pacity of 3.0 equivalent dwelling units from the contingency reserve under the second revision of the First Phase Allocation System for this project, subject to • Coastal Commission approval and building permit issuance within six months of Council action; or 2. Deny the applicant's request for 3.0 equivalent dwelling units of sewer capacity. Packard Development Corp. 725 Grand Avenue Carlsbad, Calif. 92008 Telephone 729-4904 September 14-, 19?8 Honorable Members of the Carlsbad City Council: The house on. the southwest corner of Grand and Jefferson was converted to a dental office over twenty years ago. it is now in such a poor condition that it needs to be demolished. We desire to build a 2 story professional building of approximately 7000 square feet on a 14,000 sqare foot lot which would allow approximately 35 parking spaces. We feel this would be good for Carlsbad for the following reasons: 1. It would remove an existing deteriorated structure. 2. It is located within the Redevelopment Area. 3. It would up-grade the downtown area, including the curb, gutter, and sidewalk which is badly needed in this section. 4. It would bring to Carlsbad two specialists, (Periodontist and Pedodontist) which are needed. Presently Carlsbad residents have to travel to Vista or Oceanside. We have on the property one existing Equivalent Dwelling Unit. We now petition the Carlsbad City Council to authorize from its co-ntigency sewer reserve an allocation of three additional Equivalent Dwelling Units. Henthorn, Redevelopment Coordinator SUBJECT: PACKARD DEVELOPMENT CORPORATION - SEWER ALLOCATION REQUEST In response to your request I have reviewed the attached. However, I cannot make a recommendation at this time due to the following: A request originally dated as received on April 19, 1978, which has been kept active by the applicant. This request will require 6.7 units, thereby leaving 74.8 EDUs if approved. Council policy of September 19, 1978 which directed that 75 units be set aside for CIP and failing septic systems. Although the project would be an asset to the redevelopment effort, the Council's action on September 19, 1978, wherein 75 EDUs were reserved for CIP and failing septic tanks, appears to preclude consideration at this time.
