Mgr. p\J Subject: Space Allocation for Senior Citizens Statement of the Matter On March 9, 1976, the Committee on Senior Citizens Affairs requested space in the former Rectory for a Senior Center. At that time the matter was referred to the Parks and Recreation Commission for study and recommendation. In September 1976, plans for usage of the Community Center were discussed by the Council and they allocated several rooms in the former Rectory to the Seniors for their use. In addition to these rooms, four multipurpose rooms would be available on a "sign-up" basis for seniors to use. The Council also agreed to review the regulations and qsage of the Center after six months and make recGmmendations for change, if necessary. Since that time, the number of rsgistered Carlsbad seniors has increased from 1860 to over 3100. The Carlsbad Senior Citizens Association plans to start several new programs when the move to the Community Center is made. Because of the increased membership and the proposed new programs, the Committee on Senior Citizens Affairs is requesting the Council allocate the entire Rectory and the building behind the Rectory to the Carlsbad Senior Citizens Association for their programs. Recommendation If Council wishes to take immediate action, the Carlsbad Senior Citizens Association should not be given scheduling responsibilities for the Harding Street Community Center. In a report from the Exocutive Director of the Association for September, 1978, it shows the following services offered and the numter of persons utilizing them: Information & Referral Elood Pressure Social Hour (Tuesday afternoqns) 151 Para Lesa1 services 35 Spanish Classes 77 FIcalth Screening 87 Telephone Reassurance 13 Consumrs Insiirance (replaces sye & Trcvel (d~y trips, tours, etc.) 766 1:ental care plan) 57 new members Number of Volurit ?ers servinq Number of Volunteer Eours donated The Association also has additional programs planned that will require space. These include Eingo, Seninr Cram Club, Seniclr Warblers, Yutriti.on lunches, Eandcrgfts 8.. Lrts, Fook Reviews, Piscussiqn Groups, etc. The Senior Citizens' Association has proposed that they be crive responsibility for schedulinq use r,f the Ilardinq Street facilities. It is the understanding of this Cornpittee that the Association has received mer 300 requests for the establishment of a food Cooperative Marketinn program and has heon delayed in irnple- mentin? such a project by lack of sujtable spnce. The Asswintion hzs requssted use of the buildin? immediately behind the rcctory to set up a food cooperative.
