MAGEE PARK - RENOVATION OF THE OLD BARN tNTO A FOOD COOPERATIVE
Statement of the Matter
The Carlsbad Senior Citizens' Association has requested that the old barn
in Magee Park be retained or replaced and leased to them for use as a
"farmers' market".
Earlier this year, when Council considered the Magee Park development plan,
staff provided an estimate, prepared in February, 1978, showing the cost
of removal and replacement of the barn at $22,600. The proposal submitted
by the Association is $26,959.
Building Department, Fire .Department and County Health Department personnel
have inspected the facility to determine whether it can be brought up to
Code. It is the opinion of inspection personnel that the existing facility
cannot be salvaged. The new facility, if constructed, would have be be
modified to include sealed concrete floors, toilet facilities, dressisg
rooms, food processing areas, etc. There would also be required modifica-
tions to the interior finish of the food handling area. Additional consid-
erations would be the location of the facility with regards to the parking
lot, the potential need for additional parking and other modifications to
handle a commercial facility. It is estimated that previous cost figures
would more than double. In addition, it would be required to retain an
architect to prepare construction drawings.
A review of the Magee will leads staff to the conclusion that a "farmers'
market" would be contrary to its provisions specifying park and recreational
activities or as historical society headquarters. Violation of this provision
could possibly lead to loss of the property. Exhi bits

On behalf of the Carlsbad Senior Citizens Association,
the Executive Board would like to encourage the City Council to either retain the existing barn on the McGee property or construct a reasonable facsimile that would
maintain the structual design that would be in line with
the historical era,
The philosophy of'this request is to encourage Carlsbad Community envolvement in establishing a "Farmers Market"
concept that Senior Citizens Association'might initiate -
and run,
Accomplishments that evolve from a worthy project such as this would be:

Citizens Association,

In conversation with Mr. Osborne, Director, Building
Department it was indicated.that perhaps very few of the existing materials could be used to remodel because of age of lumber and existing building codes. However, it
was also reflected that perhaps a more simplified build- ing could be constructed that would be close to the design of the era of the park.
It is the opinion of the Association that service clubs, churches, and other agencies could come together as one
and encourage donations of materials, labor, and money
to accomplish a much needed project for the Citizens of Carlsbad, Any City monies authorized for construction would be returned through the aforementioned negotiated lease with Carlsbad Senior Citizens Association. -. --.

With the condition of this structure (Old Magee Barn), there
is no way that T would authorize the use of this structure to be occupied by people.
There are numerous reasons, but mainly the structural members are overspanned, infested with termites and highly inflammable.
You may salvage some of the materials but these would have to be treated and have approval from the City Building department prior to being used in another structure.

SUBJECT: OLD BARN AT MAGEE PARK
In response to a request from the Carlsbad Senior Citizens' Association
to restore the old barn at Magee Park as a food cooperative, City staff
has reviewed the project to determine code requirements and project costs.
A Building Department review of the structure indicates that some materi-
als might be salvaged but would require special treatment for termites.
The County Health Department has reviewed the structure and advised that
a food handler's permit would be required to conduct a food cooperative.
The following facilities would be required in the building:
I. concrete floor
2. toi let faci I ities
3. dressing rooms
4. food processing area with sink
5. trash container area
6. smooth walls and ceilings in toilets and food processing area
7. screens on all windows and self-closing doors
The Parks & Recreation Department has indicated that the present location
of the structure is not acceptable and it should be relocated closer to
the parking lot.
The Fire Department has advised us that final building plans would be sub-
ject to review to ensure compliance with the fire code.
Plans and specifications prepared by an architect would be required since
the contractor would have to be selected by the competitive bidding process.
The cost estimate submitted by the Carlsbad Senior Citizens' Association
does not consider relocation of the building or the modifications necessary
to comply with Building, Fire and Health Department codes.
An accurate estimate cannot be prepared without plans and specifications,
but it is estimated the construction costs, including plans and specifica-
tions, would probably more than double our previous estimate. u b%CL-, b-

I write in support of the concept of pre-
serving the Magee barn in as nearly its present
condition as possible. Restoration of the house
has been a fine thing, and has given Calclsbad a
good start on a focus point far its heritage.
As a native southern Californian, I am aware
of the shortage of such landmarks, and the im-
portance of preserving them.
I am no structural engineer, but if Mr.
Kelly's assessment of the barn's condition is
correct and it can be "shored up" with minimal
changes and expense, that, in my opinion, js
certainly what should be done. And what better
group to take this over than the Carlsbad His-
torical Scciety?
