A noise control device be installed in the electrical wiring at the park to automatically cut electricity to the amplifiers when noise level is exceeded; 2, Sound amplification be permitted only between the hours of 1O:OO a,m, and 9100 p.m.; and Speakers be faced away from residences, 3. M E M 0 R A N D U 14 TO : CITY MANAGER FROM : Coordinator, Parks and Recreation Departnent DATE : October 27, 1978 SUBJECT: SOUND AMPLIFICATION IN HOLILIAY PARK Because of the number of complaints from nearby residents on sound amplification in Holiday Park, the Parks and Recreation Commission discussed the issue at their meeting of October 16, 1978. Public input was invited; one person addressed the Commission and several submitted written comments. In addition, two commission members surveyed the residents of the area door-to-doox-, The Commission unanimously recommended, based on public opinion, that Council adopt an ordinance on sound amplification to encompass the following: that a noise control device be installed at Holiday Park: that speakers be turned away from residential areas when sound amplification is in effect; and that sound amplification be permitted only between the hours of 1O:OO a.m. and 9:OO p.m. Staff contacted the County of San Diego Health Department (which has the responsibility for noice control) and learned that the County's standards are 60 decibels maximum noise level at a distance 50 feet from the speakers, The City of San Diego was also contacted and found to have a noise standard as follows; In general, maximum acceptable noise levels in residential areas are 50 decibels, daytime; 45 decibels evening; and 40 decibels at night, Maximum levels at park boundaries are 75 decibels. In a location where residential areas border park areas (such as is the case in Holiday Park) a compromise level of noise between the two acceptable levels would be mandated, For example, in the daytime the maximum acceptable sound level at park boundaries which border residential areas would be 62,5 decibels (midway between 75 decibels and 50 decibels); in the evening the level would be 60 decibels; while at night the level would be 57.5 decibels. park would be allowed a lower noise level than if in a non-residential area and the residential area would be allowed a somewhat higher noise level than if not bordered by the park. Thus the In keeping with the Commission's suggestions, the Parks and Recreation Department recommends that: 1, The maximum noise level at the boundaries of Holiday Park should be 57.5 decibels at all times, -. 2. A noise control device should be installed in the electrical wiring at the park, set at a level such that the noise level at the park boundaries never exceed 57.5 decibels. If that level was exceeded, the electricity to the amplifiers would automatically be cut until the noise level was reduced. Sound amplification be allowed only between the hours of 1O:OO a.m. and 9:OO p.m. daily. 3. 4. Speakers are to be faced away from residences. It is hoped that adopting a policy on noise control will satisfy both the residents near Holiday Park and the users of sound amplifi- cation devices in the park.
