OSBURrL --- 8ab]ect: AUTHORIZATION FOR ADDITIONAL PERMANENT POSITIONS BUILDING DEPARTMENT Statement of the Matter Request three (3) additional Building Inspector positions with one of these filling in as an additional Plan Checker which could be of primary concern, at this time, with the opening of sewer connections in the La Costa area somewhere in the neighbor- hood of 1-500 EDU'S plus. Request the additional position of Clerk -Typist be established in the Building Department of the City of Carlsbad. Position is vital to the Department for the maintenance of Workmen's Compensation files and prover public records as mandated by State law. October 31, 1978 TO City Manager FROM Personnel Director SUBJECT: ADDITIONAL PERMANENT POSITIONS FOR BUILDING DEPARTMENT The Building Department is requesting the addition of four positions, three building inspectors and one clerk typist. These positions are currently filled by four provisional employees under the authority of Section 6, Rule VIII, Personnel Rules and Regulations. The current appointments expire in mid -November. Applications to establish an eligibility list for Building Inspector have been received and an examination is being scheduled. Applications for Clerk Typist will close on November 7, 1978 with an examination scheduled on November 14, 1978. There is uncertainty as to the need for these positions as permanent appointments. The need is stated to be based upon the level of construction in the city. Once permanent employees are appointed.they will be probationary for a period of one year. Thereafter, separation becomes more complicated, requiring cause and Skelly Procedures or a layoff. If a temporary appointment is made it should not extend beyond a period of one year. The present budget for the Building Department contains $30,000 for part time employees for this fiscal -year. To fund the four new permanent positions at the 'A' step will require $50,184.67, which means an additional $20,184.67 is needed in the Building Department budget. EROME N. PIETI JNP/vs MEMORANDUM TO: CITY MANAGER DATE: OCTOBER 26, 1978 FROM: Building Director SUBJECT: REQUEST FOR ADDITIONAL POSITIONS IN BUILDING DEPARTMENT In my request for the additional positions within the Building department, I have taken in the fact that Leucadia County Water District will be releasing sewer connections by March of 1979. This information was given to me less than two weeks ago. There will be fifteen hundred connections, more or less, within the city limits of the City of Carlsbad. With this in mind and to complete the remaining work for permits that were issued in the past, it is essential that at least for the next three months or so these people remain in the department. In the event that the sewer connections in the La Costa area do not materialize the people will be terminated. They will rb, made aware of this by me at the time of their employment. The Clerk typist position is one that will possibly have to be retained and filled as the mandate by State on the Workmen's Compensation insurance records involves half of her time and the remainder is counter service, filing of records and assisting in recording Inspection records. To maintain the records and service, I feel these positions are necessary at this time and urge the approval of the requested positions. The funds are being requested as if the positions were full time to end of fiscal year, however, if the surge that is anticipated does not materialize, this fund will be a surplus. RICHARD S.
