Mgr. -?, Subject: TRAFFIC SIGNAL - EL CAMINO REAL AND TAMARACK Statement of the Matter A letter has been received from Ramona Finnila requesting that she be allowed to address the Council concerning an accelerated construction schedule for the subject signal. At that time I would also like to submit petitions on its behalf. Topic: Woodbine residents request that the stop light proposed for the intersection of Tamarack and El Camino Real be Installed ahead of schedule to permit the safe crossing of pedestrians and vehicles especially now that Kelly School will be open in September of 1979. Sincerely youra, Ramona Finnila 7.27- 6 58 7 Please call and confirm -- MEMORANDUM -- TO : City Manager FROM: Publ ic Works Administrator DATE : December 22, 1978 SUBJECT: TRAFFIC SIGNAL - EL CAMINO REAL AT TAMARACK The design for the referenced signal is tentatively set for the 1979-80 fiscal year with construction tentatively set for the following year. Final determination is subject to City Council action on the Capital Improvement Program and availability of sewer capacity. The latter element is the critical factor because the signal is financed by private de- velopment. Carlsbad Palisades and Lake Calavera Hills have an obligation to finance part of the cost of the signal. This obligation is associated with their developments which is asso- ciated with sewer capacity. Woodbine also has an obligation to participate when the signal is installed. The citizen's request is to address Council about install- ing the signal ahead of schedule. To do this, Council would have to divert City funds from some other source. It is ques- tionable that the cost of the signal installation could be re- covered from the developers at some future time. We are ex- ploring this issue and will hopefully have an answer in time for the Council meeting of January 2, 1979. The alternatives to a signal are car pooling and the use of North County Transit District. Ronald A. Beckman, P.E.
