Statement of the Matter
'
On April 18, 1979, the City Council adopted Resolution 5372 approving
the Regional Air Quality Strategy, RAQS Implementation Program, and

Tactic TI, subject to certain reservations.
On October 16, the CPO Board of Directors adopted the Revised Regional
Air Quality Strategy. The revised RAQS has been submitted by CPO
and the County to the State Air Resources Board for inclusion in

the Air Quality State Implementation Plan (SIP),

Now CPO is recommending that each member jurisdiction hold hearings
and adopt the commitment to Implement Transportation Control'
Measures from the Revised RAQS. See attached letter dated November

22, 1978 for the requirements pertinent to local jurisdiction action.
CPO submitted a sample resolution and attachments for city adoption.
This sample has been redrafted as a City Resolution for your

Control measures. In addition, Council requested an update
report on the progress in 6 months.

SUBJECT: IMPLEMENTATION OF REVISED RAQS (REGIONAL AIR QUALITY STRATEGY)
TRANSPORTATION C014TROL MU SURES
On November 22, 1978 the Comprehensive Planning Organization (CPO)
sent to the City of Carlsbad a sample resolution for the revised RAQS
commitments to implement the Transportation Control Measures.
These RAQS commitments are significant because once the resolution
(which CPO wishes to be adopted by our City Council on February 5, 1979)
is incorporated into the State implementation Pia:, it will be consid-
ered legai'ly binding and will become the basis for both EPA and ARB re-
view of local and regional compliance with the Clean Air Act. Failure
to adopt and implement "reasonably available" measures could result in
the withholding of State and Federal grants for sewer and highway proj-
ects, both of local and regional significance.
There are two attachments (A and B) that will have to be completed
before adoption of the resolution by City Council. Attachment A, which
liets several tactics for local jurisdictions, may be somewhat modified
so that the City of Carlsbad can implement "reasonably available" trans-
portation control measures.
The following is a brief discussion of how the various tactics af-
fect the Cify of Carlsbad.
Tactic T-2 Expanded Ridesharing
Most ridesharing programs require little or no capital expenditures.
A survey would have to be developed by the designated ridesharing coor-
dinator i� order to determine the transportation habits of the City's
employees.
Management would have to be willing to consider some incentives for
employees who rideshare, use public transit or bicycle to and from work
(the latter two apply to Tactics T-5 and T-7 respectively). The various
Incentives might include flexible working hours, preferred parking, us-
ing City vehicles for car pooling, fare reimbursement and time bonuses.
Ridesharing programs for private employers can better be considered
once some effective guidelines can be provided.
Tactic T-5 Expanded Transit
There has been ongoing coordination between the North County Tran-
sit District and the City. In fact, during the last year approximately

125 bus stop locations were "signed" within the City, which included
some ellminotion of on -street parking and installing some new bus benches.
No park and ride facilities have been scheduled for Carlsbad at this
time. There are currently two bus transfer stations in the City - one
along .;rand Avenue just west of Washington Street and the (,"her at the
Plaza Camino Real.
Tactic T-7 Encourage Bicycle Travel
The City has implemented bicycle lanes on most all of El Camino Real
and is completing its Coastal Bike Route design.
Some discussion of this tactic 9s in T-2 in which a program for com-
muter bicycling could be adopted. Both City Hall and the City Library are
currently distributing the CPO broc�wre, "Commute by Bicycle!" at no charge.
The City would have to purchase some bicycles to establish a vehicle
fleet for short trips. (A source for bicycles could be from the Police
Department bike auction.) This fleet may well be warranted since most
all of the City west of City Hall is relatively flat, and short trips
would include those between City Hall, Parks & Recreation Department,
Harding Street Community Center, the City Yard and potential leased of-
fice space in the downtown area.
Tactic T-14 Traffic Flow Improvements
The City's Engineering Department and the Traffic Safety Commission
are doing what they can to promote safe and effective vehicular traffic
flow throughout the City. All of the tactics (listed are included in
the City's ongoing traffic planning and operations).
Attachment B includes some projects that are scheduled for f,scal
year 1978-79.
Tactic T-27 Encourage Pedestrian Mode
Within the last two years the City installed numerous temporary side-
walks to provide safe walking routes to all schools and to the City Library.
Also, the City requires all new development to install sidewalks along
any street frontages as a condition of its public improvement ordinance.
Tactic T-28 Expanded Interurban Bus and Rail
time. No passenger train stops (AMTRAK) are planned for Carlsbad at this

This process (population forecasts) is currently underway by the
Planning Department.

The City's General Plan includes goals to facilitate and encourage
the use of transit, ridesharing, bicycles and walking.
Tactic F-4 Fugitive Dust, Unpaved Roads
All of the City's approximately 120 miles of streets are already
paved (except for only 0.2 mile); so, this condition is satisfied.
I recommend that the attached resolution and Attachments A and B be
forwarded to the Planning Department so they can be submitted to the City
Council.

On Cc$toxer 16 the CPO Board of Directors adopted the 'Revised Regional Air
Quality Strategy (RAQS) that had been discussed with you and your city council
during the preceding tcn months. The purpose of the Revised RAQS is to produce
clean, healthy air for the residents of the region, to meet the requirements of
the Clean Air Act Amendments (CAAA) of 1977 with the least disruption and cost
to the local governments and public of the San Diego region, and to avoid the
,sanctions of restricting sewer and highway funds prescribed in the CAAA for
failure to meet the requirements. The Revises` RAQS has been submitted by Cif
and the (aunty Board of Supervisors to the State Air Resources Board for in—
clusion in the Air Quality State Implementation Plan (SIP).

CAAA requires that the jurisdiction(s) with the authority to implement each

city prepare a schedule for implementation of appropriate transportation
measures and a budget of staff and .financial resources which the city has com-
mitted or is willing to commit .for the implementation.
There are four requirements of the Clean Air Act which are Ix-rtinent
jurisdiction action on the transportation measure comitmentjs:
Provide for implementation of all "reasonably available" transportation
control measures as expeditiously as practicable. ("Llie transportation
measures adopted by CPO on October 16 are considered to be "reasonably
available".)
Commit to establish, expand, or improve public transportation
basic transportation needs as expeditiously as is practicable.
Adopt by statute, regulation, ordinances, or other legally enforceable
document, the necessary requirements and schedules and timetables fo,:
implementation of the appropriate elements of the plan.

carry out the plan provisions.
CPO staff would like to meet with you or another designated person on your
staff to discus_ 1--he tran,%rortation comitments, decide which are appropriate
for your city, and assist in the presentation of an adoption rccc—lution,
schedule, staff commitments, and budget to your council.
These commitments are significant because the resolution adopted by each city
will be tpansmitted io APB for inclusion in the SIP, and once incorporated
therein ape coriidered legally bi+ding and will be the basis for both EPA and
APB moni ring of compliance with the CAP? and federal decisions on sewer and
highway grants. It is, therefore, very unportant that each city make a
practical and reasonable commitment that it is willing to carry out.
These commitments should be adopted by the city council only after holding
a public hearing as zequired by the CAAA, but the 30-day notice for that hearing
previously suggested by CPO staff has been found to be unnecessary and is not
required. Please have your contact person notify Mike Aulick of the CIO
staff (236-5343) of a convenient time for discussing these issues. It is
necessary that this item be scheduled for public hearing before your council
as soon as possible and Ix. -fore the end of the year.

RESERVATIONS.
WHEREAS, all local jurisdictions within the San Diego regioi
reviewed and adopted one of several alternative air quality
strategies proposed by the San Diego Air Quality Planning Team
in 1976; and
VMEREAS, the Comprehensive Planning Organization and the
Air Pollution Control Board adopted the Regional Air Quality
Strategy (RAQS) and Air Management Process; and
WHEREAS, the Comprehensive Planning Organization and the
Air'Pollution Control Board have been designed by the California
Air Resources Board as co -lead a7cncica to pxepare the air quality
attainment and maintenance plan for the San Diego region as
required by federal regulations; and
WHEREAS, the air quality attainment and maintenance plan
will be based on the RAQS and directed at achieving federal air
duality standards in the region and maintaining them over the
next 20 years; and '
WHEREAS, the attainment and maintenance of air quality
standards is directly related to plans and facilities for accom-
modating population growth and development;

committed to participating in the implementation of the RAQS
tactics, attached hereto and made a part hereof.

The agenda bill for the implementation of the RAQS trans-
portation control measures has been postponed until the
February 6, 1979, meeting. This will give us time to
prepare the necessary information and review it with Mike-
Aulick of the CPO prior to submitting to City Counci
A meeting has been established on anuary 23 at 2.30�o
review our program with Mike Aulick. e--are—al. satisfied
it will be put into final form and submitted as an Agenda
Bill on January 26.
Mike Aulick wishes a draft of our program as soon as complete
so he can review prior to our January 23 meeting. Therefore,
2 would appreciate a copy to forward when complete.
This is a public hearing item, therefore it must have legal
notice. There is no established method for noticing this
meeting by either the City or CPO, however the normal ten day
notice period should be attempted. This means that the notice
should be to the newspaper by Januar 24, 1979. This will be
achievable if our review on January 23 is successful.

WHEREAS, all local jurisdictions withir• the San Diego Region reviewed the
5 proposed Revised Regional Air Quality Strategy (RAQS) in September and October,

7 WHEREAS, the Comprehensive Planning Organization (CPO) and the Air Pol-
8 lution Control Hoard (APCB -County Board of Supervisors) adopted the Revised
9 RAQS in October, 1978, and app-oved it for submittal to the State Air Resources
1,0 Board as the Sari Diego region's portions of the State implementation Plan for

12 WHEREAS, the CPO has recommended that the cities of the San Diego region,
1.3 County of San Diego, transit operators, the Metropolitan Transit Developmeni
14 Board, Commuter Computer, CALTRANS, and the California Transportation Counisslon

17 WHEREAS, the Clean Air Act Amendments of 1977 require development and
1•3 expeditious implementation of all reasonably available transportation control

21• control measures to be implemented beginning in 1978, and provides for the
22 analyses and possible demonbtratlon by CPO of other back-up transportation mea-

24 WHEREAS, the Revised RAQS contains fixed and mobile source technical con-
2 5 trols, as well as transportation controls, that will allow the region to achieve
26 healthy air quality and avoid Federal sanctions with the least cost and disrup-

28 WHEREAS, the Gliy of Carlsbad adopted Resolution No. 3915 on June I, 1976
