Statement of the Matter The Board of Directors of the CMWD approved the recommendation of Mr. Jack Y. Kubota, District Acting General Manager/Engineer to address the Council on the Districts recent actions concerning a "Supplementary Water Supply Program". It is the CMWD's intention to market/distribute non-potable water in addition to their present potable water marketing/distribution activities. Exhibit A attached contains the minutes of the CMWD Water Conservation Committee meeting of November 28, 1978, which includes discussion of this program" and includes a memo from Mr. Kubota to the Committee dated November 22, 1973, outlining the program. The latter is provided at the request of the District in order that Council may review prior to the District's presentation. EXHIBIT A. ' .from: Water Conservation, Reclamation & : December 4, 1978 Reuse Committee Attached herewith is a copy of the minutes of our subject committee meeting and we wish to specifically comment upon the recommendation of the committee for the Board of Directors, that the Carlsbad Municipal Water District con- sider implementation and "Development of a Supplemental Water Supply." Initially, our committee is recommending as an initial step, that the District authorize the initial proceedings to develop a "non-potable water supply" which can be made available to our current agricultural customers. Our committee feels that this is an important step to "get the ball rolling" so that our agricultural customers, green belt customers, and other potential users of non-potable water can have the benefit ofaplentiful and cost effective water, supply. Allan 0. Chairman, A meeting of the Water Conservation, Reclamation and Reuse Committee was held on Tuesday, November 28, 1978. Those present were: Allan 0. Kelly, Director Jack Y. Kubota, Engineer/Acting General Manager Randy Mitchell, Public Relations Margaret Bonas, Director Elect Roger Greer, City of Carlsbad Ted Donald, Lake Calavera Hills Jane Skotnicki Dave Gurzenski, Mitchell, Thompson & Associates The meeting was called to order at 2:13 p.m: by Director Kelly in Chairman Uhlinger's absence. Item one of the agenda "Development of Supplemental Water Supply" was in reference to a memorandum directed to the committee by Jack Kubota. For a copy of the memorandum, see the attached. Mr. Kubota suggested that the committee have a round tabl'e type discussion on the summary and recommenda- tion from his office. Mr. Kubota explained that the recommendation is a result of board action taken after a presentation made by Mr. Bert El kins from the San Diego Region Water Reclamation Agency at the last board meet- ing on November 15, 1978. Very briefly, Mr. Kubota's recommendation is that,the District process through LAFCO an application to operate a "non- potable" public water system within the boundaries of our District. Also, to join or participate in the affairs of the San Diego Region Water Recla- mation Agency in their effort to research and develop reclaimed wastewater. Mrs. Skotnicki expressed an opinion that the study currently being done by the County of San Diego is more relevant than that of the Regional Reclama- tion Agency because the County is more concerned with locating market areas and application of their efforts, whereas, the Regional Agency is mainly concerned with theory and research. Storage of reclaimed water was also stressed as of major importance. Randy Mitchell stated that the district should get into the business of trying to develop some sort of non-potable water supply and that so far nothing has been done. He felt that the district has this responsibility to its customers. Water is getting less and less plentiful and we have the capability of providing this type of service. Roger Greer stated that he felt there is already established policies within the City of Carlsbad that are rapidly being developed without the participa- tion of the District.and that there are already arrangements with Leucadia and San Marcos to distribute non-potable water. Identification of some mar- ket has already begun. He stressed the need to move in such a way as to not create any duplication- Mr. Kubota stated that there was nothing in his recommendation that is du- plication end that the intent is to supply only to the customers of Carlsbad Municipal Water District- and that it is his goal to help put this whole thing together. Director Kelly felt that the District should "get the ball rolling" and take some action to further the cause of water reclamation in this area. Mr. Mitchell then made a motion that "we go ahead with the report of the district engineer and recommend to the Board of Directors that we proceed immediately with the application to operate a non-potable system within the boundaries of the Carlsbad Municipal Water District." Mrs. Skotnicki seconded the motion. After further discussion, the motion carried with four ayes by Kelly, .Kubota, Mitchell, and Bonas; one no by Greer, and two abstentions by Skotnicki and Donald. The next topic of discussion under the same recommendation by Mr. Kubota was the matter of the District, joining the San Diego Region Water Reclama- tion Agency. Mr. Greer felt that it would be "double dipping" to the citizens of Carlsbad because they will be paying twice to belong to one agency since the City of Carlsbad already belongs to the Reclamation Agency as a member capable of handling wastewater. Mr. Kubota felt that it was important that the District belong because it is a fresh water district opposed to the City belonging as a wastewater agency. It was the concern of Mrs. Bonas as to whether or not the same information could not be obtained from the State Water Resources Board as could be made available from the San Diego Region Water Reclamation Agency. After further discussion, it was decided not to take any action on that par- ticular matter until a later date. Attendance at the next meeting of the San Diego Region Water Reclamation Agency was suggested and Mr. Kubota will be in touch as to when and at what location it will be. Announcements given by Mr. Kubota were that a meeting of the San Marcos Water Program will be held Monday, December 18, 1978 at 3:30 p.m. Also, the Carlsbad Chamber of Commerce luncheon at which Bill Hurst and Ms. Wagner from Irvine will be giving a presentation on water reclamation, will be Tuesday, December 12, 1978 at 12:00 noon. Government Responsibilities Relationships (a) Under the "Latent Power" section of the Local Agency Formation Commission of San Diego County, our District should proceed immediately with an application to oper- ate a "non-potable" public water system within the boundaries of our District. Initial dialogue with LAFCO staff indicates that this proceeding is necessary, and it would be appropriate for this entire issue to be processed through LAFCO. Kubota November 22, 1978 Page Two (b) Our District should imm-ediately bring together the various public water service and sewerage agencies which have an ongoing program involving wastewater reclamation so there is complete coordination and understanding of the goals of our District. (c) We should also proceed with all public water service and sewerage agencies on a regional basis in the event there is interest of more than our own service area for distribution and sale of "non-potable" water. Specific District Program for Implementation of Concept^ (a) (b) The District should establish all necessary ordinances and regulations relating to the construction, operation and maintenance of a "non-potable" water system. A complete set of standards and specifications for the construction of the "non-potable" water system •should be established so that there will be a high level of construction excellence and utilization of materials which will provide long term, maintenance free service. (c) The District should proceed with a complete assess- ment of potential markets for the "non-potable" water supply, and develop a comprehensive water pricing policy that can bring stability to our "non-potabTe" water service customers. . (d) Pursuing our long established policy for long-range planning, there should be developed an overall District wide facility plan that will correlate to the informa- tion and determination of the market assessment so that all classes of water users will have an ample supply within the limits of reasonable pricing. We have intended here to identify with some simplicity the es- sentials of starting on our concept of "Total Water Management". There will be needed a lot of input from all of the interested parties involved following which should evolve a more comprehensive and detailed program outline. In the meantime, it should be kept in mind that the concept of having a "non-potable" water system can be expanded to include not only reclaimed wastewater, but rejuvenated ground waters, agricultural return water, and development of new local supplies of what, up to this time, has been described as marginal ground water supplies. The presentations made and our full Board of Directors by Mr. Burt _ _ ,,.._.. one an opportunity to see the role of the Reclamation Authority in coordinating all of the program of the agencies involved in waste- water reclamation and reuse, and the fostering of innovating tech- niques so there will be a minimum of duplication of efforts by various local agencies. In addition, our District can gain valuable information from the experience of all of the other agencies and the work with regional planning groups, and state and federal agencies, and should all be coordinated so there is a minimum of red tape that we have to go through on various projects we are involved in. We note in particular the fact that the Regional Reclamation Authority has a composition of membership of both wastewater and fresh water agencies, and we see this as one of the best examples of how all of the people working in water resources can work together for the common benefit of all of the people that we serve. In summary, this office believes that our District is on the threshold of a new direction in providing public water service to our District. We have come some twenty-five years now fulfilling our original mission of organizing a public water agency to qualify for water service from the Colorado River and the distant Feather River of Northern California. We have built pipeline facilities, reservoirs, and a large dam, and we have continued our business spirit of providing economical and efficient water service to homes, business, industries and agriculture. As we move into our second twenty-five years, we have a rare opportunity to move towards "Total Water Management" and rekindle interest in our local water supplies and the abundant source of large volumes of wastewater generated within our area which can be transformed into a useful product for our customers.
