Statement of the Mat-izr
City Council, instructed staff to report back regarding a program to establish
a ,Satellite Plant Master Plan for the City sewer service area.
It is proposed that the Project Report (Master Plan) and its Environmental
Impact Report be prepzred by separate firms.
and provide the degree of objectivity necessary for a project of this magnitude.
The budget necessary to accomplish both reports is estimated at between $45,000
and $50,000.

SUBJECT: SATELLITE PLANT MASTER PLAN
The City Council on December 5, 1978 unanimously voted to instruct staff
to prepare a report on the effort and funds necessary to prepare a Satel-
lite Plant Master Plan and E.I.R. for all portions of the City's sewer
service area other than that covered by the Montgomery report.
Analysis of the effort necessary to complete the task has included con-
sideration of available useful information. Among the resources consid-
ered, we included the Encina Phase Ill E.I.R., the Agua Hedionda Specific
Plan E.I.R., the Montgomery report and E.I.R. and the Plaza Camino Real
expansion E.I.R. The reports prepared for the Leucadia County Water Dis-
trict and the San Marcos County Water District wi I I be used as resource
material but have no direct information about lands within the City's
sewer service area.
Soon after receiving Council's direction, staff met with Mr. Dennis O'Leary
of Lowry 8, Associates to discuss the scope of work and effort to complete
the project. The attached proposal was a result. The proposal was analyzed
by the Planning Director and the Public Works Administrator.

which resulted in the attached proposal. This level of effort assumes con-
sideration of information available in existing certified E.1.R.s.
The inclusion of one-third of our City in the coastal zone and the uncer-
tainty of the completion schedule for our local coastal program precludes
the studies in question from containing the specificity of the Montgomery
report. The proposed Master Plan should be able to identify logical ser-
vice basins within the coastal zone and analyze the environmental impact
in sufficient detail to allow for adoption of the Master Plan. Preparation
of specific project reports, within the guidelines established by an adopted
Master Plan, and supplementary E.1.R.s would be the responsibility of parties
proposing specific projects.

ing printing time.

The normal process for projects of this nature would be to solicit pro-
posals, review and recommend to Council. Staff would feel comfortable in
following this process for both parts of this project. We recommend that
it be followed for the E.I.R. portion. It is our opinion that significant
time and money can be saved if, instead of requesting proposals for the
Master Plan portion, we were authorized to negotiate with Lowry & Associ-
ates for that portion of the project. They have done considerable work of
this nature for public agencies and private parties in the Encina Basin and
they have an existing level of knowledge that would be expensive to dupli-
cate in another firm.
RECOMMENDATIONS
That City Council:
1. Authorize transfer of $50,000 from unappropriated reserves to an appro-
priate account for this project.
2. Authorize staff to send out a Request for Proposal for the E.I.R. por-
tion of the project.

Because of our participation in and familiarity with waste

Study Area
The area to be covered by the study will include the entire City of Carlsbad with the exception of: both that area encompassed by the study Environmental Impact and Faci 1 i ti es P1 an for a Sate1 1 i te Sewage Treatment Facility (James M. Montgomery, Consulting Engineers, Inc., December 1978) and lands served b.y special sewerace districts. A plan now exists for the former area and it is understood that special sewerage districts will develop their own waste water reclamation plans.
Objective
Objective of the study will be to develop a plan for reclamation of domestic sewage within the study area and for beneficial use of the re- sulting reclaimed water supply. Use of reclaimed water would be primarily diverted toward irrigation of crops, landscaping and the like, but other opportunities for use, such as industrial supply and ground water waste recharge will also be investigated.

Technical Approach
The technical approach to the study will be as follows:
(a) the overview report referred to above will be made. Written recommendations will be made, to City staff for selection of projects to be included .in this study. Upon approval of staff, the study will proceed.

Projections of future sewage flow in the study area will be based upon population data from the City of Carlsbad. Therefore, these projections will not be sewage flow projections for the total City of Carlsbad.

While irrigation is expected to create sufficient demand to use the total projected reclaimed water supply, consideration will also be given to such other uses as industrial supply. Water quality requirements intrinsic to each beneficial use of re- claimed water contemplated will be determined and considered. Areas in which beneficial uses of reclaimed water wi 11 take place will be mapped. No commi ttments for taking or purchase of reclaimed water by potential users would be obtained at this stage.

(h) Waste water reclamation plant sites will be evaluated and selected, on the basis of the foregoing
criteria, availability of sewage, proximity to use areas, and proximity to potential storage areas. Alternative
treatment processes will be evaluated for installation at each site and a specific treatment methodology recommended on the basis of the aforementioned criteria and requirements, and cost of production of reclaimed water. Also to be analysed for each site are storage, distribution and fai 1 -safe a1 ternatives , and selection made on the basis.of the foregoing criteria, reliability and costs.

schedule current at the time of billing. A copy of Lowry's current fee schedule dated January 1, 1978 is attached. The maximum limit of fee will be $25,000 and Lowry will not bill above that amount without written authorization from the City of Carlsbad.

Dear Mr. Beckman:
Pursuant to the request of Lowry and Associates, RECON is pleased to
submit this proposal to the City of Carlsbad for the preparation of a
draft environmental impact report (EIR) for the Carlsbad Wastewater
Reclamdtion Master Plan. The attached proposal briefly summarizes
and outlines RECON'S approach to the proposed draft EIR. This sum-
marized scope of work and the suggested outline for the draft EIR will introduce you to the more formal proposal that we shall submit
next week.

view. Other projects on which RECON has worked in association with Lowry and Associates.include preliminary studies for the feasibility
of wastewater reclamation in La Costa South within the jurisdiction
of the Leucadia County Water District and the Environmental - Impact Report for Lake Calavera Hills Master Plan of Development and Alter-
native Sewaqe Treatment Facility. RECON has also prepared a study of
urban runoff into Batiquitos Lagoon and numerous EIRs for residen-
tial, commercial, and industrial development in the City of
Carlsbad.
RECON therefore feels expertly qualified to' prepare a draft environ-
mental impact report for the proposed wastewater reclamation master
plan. RECON will address the proposed project as described in the
report proposed by Lowry and Associates. RECON will also take
advantage of the existing information in the draft environmental impact report for the Encina Phase I11 expansion, the Environmental

Waste Water Reclamation Opportunities in the City of Carlsbad by
Lowry and Associates, and Water Quality Problems and Manaqement Responsibilities, Part II Wastewater Reclamation and Reuse prepared
for CPO. It is recognized that much of the proposed draft EIR must
be prepared concurrently with the master plan, thus necessitating a close working relationship with the consulting civil engineers and
the City of Carlsbad. Every effort will be made to produce a com- plete and accurate document in-a minimum amount of time in order to meet the city's objectives.
The environmental services described in the attached proposal will be
perEormed for an estimated fee of $18,000.00. This estimate does not
include printing, blueprinting, xeroxing, and other miscellaneous
expenses. Should any unforeseen circumstances arise resulting in
additional work and therefore additional fees, RECON will notify the
city as soon as possible.
The proposed draft EIR will be prepared by John Larson under my
supervision as Senior Environmental Consultant and with the direction

PROPOSAL' FOR THE PREPARATION OF
A DRAFT ENVIRONMENTAL IMPACT REPORT
FOR THE CITY OF CARLSBAD
WASTEWATER RECLAMATION MASTER PLAN
SCOPE OF WORK
The proposed project is a master plan to implement the
concept for establishing a system of satellite wastewater
treatment plants that would, as an integral part of the plan, reclaim wastewater for beneficial reuse. The environmental
impact report for the proposed project must address the re-
gional issues implicit in -providing sewage treatment capacity
for new development and new population growth. It must also
analyze the potential impacts of using reclaimed wastewater for irrigation and the physical impacts from construction of
the necessary facilities. The attached outline suggests an
approach to these different levels of analysis.
Since the proposed master plan is to implement a concept,
many specific impacts and specific mitigation cannot be iden-
tified until specific projects are proposed. Therefore, in addition to analyzing the proposed master plan relative to
. the necessary topical list of enviropmental concerns, the proposed draft EIR will have an extensive summary of issues
in an effort to be as specific as possible as to the true
impacts of the master plan. The draft EIR will also clarify at which .points in the implementation process mitigation measures should be required.
The proposed draft EIR will not attempt to redo the circulation element, the open space element, or the land use element of the Carlsbad General Plan in analyzing the impacts of growth that would be allowed in the city with the avail-
ability of sewage treatment capacity and the implementation
of a wastewater reclamation program. Although additional planned studies may be necessary to implement the proposed
master plan, a city-wide traffic analysis, an economic or
fiscal analysis, detailed soils engineering technical re-
ports, or technical. reports based on detailed field surveys
for biological and cultural resources are not within the
scope of this report.
APPROACH
An environmental impact report is an information docu-
ment written for both the public and the implementing agency. Preparation of such a document involves full disclosure of
all the potentially significant environmental impacts and the
recommendations for mitigation to those impacts. This analy- sis requires a close working relationship with the City of
Carlsbad and the other participants in the project. Above
all, the EIR must meet, to the fullest extent possible, both
the letter and intent of the Caiifornia Environmental Quality
Act.

RECON will prepare the proposed draft EIR for an esti- mated fee of $18,000.00. This fee does not include printing, blueprinting, xeroxing, or other miscellaneous expenses. If
unforeseen circumstances require additional work and, as a result, additional fees, RECON will notify the city as soon as possible.
