COASTAL BICYCLE ROUTE - FINAL DESIGN - CONTRACT NO. 1061
Statement of the Matter
Plans and specifications for the Coastal Bike Route have been com-
pleted by the consulting firm of Plohle, Perry and Associates and
have incorporated all the concerns of the Traffic Safety Commission
and the Engineering Department.
The consultant has estimated that the construction will cost approxi- mately 50% more than the original estimates due to the considerable road work that will be necessary to modify curb grades and eliminate
drainage problens along Carlsbad Boulevard between Walnut and Tamarack Avenues (see memorandum dated December 26, 1978).
The City Council endorsed the preliminary design on June 6, 1978.

Request for Additional -Intersection Control at Porta Place and Trieste Drive
Traffic has. increased significantly in the .vicinity, but the Commission felt-the intersection with its existing signing (a YIELD sign on Porta Place) was operating in a safe and efficient manner. Since Trieste Drive .qualifies as a residential street, the Police Department will be able to enforce the 25 m.p.h. prima facie speed limit. that no additional signing be installed at this time but that the area be

4. Review Striping Plans for La Costa Avenue from El Carnino Real to Rancho Santa Fe Road
Since the Commission wants to maintain a Ion accident rate on La Costa Avenue, but was very concerned about eliminating a71 the parking in front of residences facing La Costa Avenue, staff has designed a striping layout . t3at will secure on-street parking in front of most of the homes along La Costa Avenue. SUBJECT: Carlsbad Boulevard Coastal Bikeway
The plans and specifications for the proposed Coastal Bikeway project have been completed.

tion of several intersections along Carlsbad Boulevard. The project is
designed to revise the curb line at the intersections to provide for a
safer turning movement, and to provide for the wheelchair ramps (see
attached sketch).

intersections and to construct the sidewalk and wheelchair ramps at those locations where right-of-way has been obtained. It is further proposed
that the City continue efforts to obtain the remaining right-of-way in
order to provide for the City to construct the full improvements now
rather than later, possibly at property owner expense.
It is recommended that the City Council approve the plans and specifica- tions for Contract No. 1061 (Coastal Bike Route) and authorize the City Clerk to advertise for bids to be opened at 4:OO p.m. on April 17, 1979.

SUBJECT: COASTAL BICYCLE ROUTE - FINAL DESIGN
The final plans and specifications for the subject project have been completed
by the consulting firm of Mohle, Perry and Associates and are submitted to you for
your review and signature.
Adding a 10% contingency factor to the total amount, the consultant has esti-
mated the construction to cost $333,700. This is more than a 50% increase from the
original estimate primarily due to the considerable road work that will be necessary
to modify grades (and el iminate drainage problems) along Carlsbad Boulevard between
Walnut and Tamarack Avenues. The cost of the design itself was $19,400 plus $1,895
for additional drainage system design.
The following funds are available:
$190,492 from LTF funds (in Bicycle Lane Account at CPO)
14,000 from CALTRANS funds (Bicentennial Bicycle Route monies)
34,000 from City Revenue Sharing
$238,492 total -
Therefore, there is a deficit of $114,608 that will need to be made available in
order to cover all the construction cost outlined by the consultant.
Other factors (e.g. , inflation) have increased the construction cost estimates;
however, as noted earlier, the primary reason is all the reconstruction of Carlsbad '
Boulevard (from Walnut to Tamarack Avenues) necessary to improve drainage faci 1 ities
(at a minimum curb grade of 0.3%).
I recommend that the funds ($101,000) budgeted for storm drains on Sycamore,
Chestnut and Maple Avenues be considered as a source for additional funding.
There are also a few items in the construction proposal that could be eliminated
(e.g., some guardrail replacement) that would help lower the project cost.
At this time I recommend that the consultant's final design of the Coastal Bi-
cycle Route be sent to City Council for approval.

CALIFORNIA, APP'ROVING PLANS AND SPECIFICATIONS AND AUTHOR-
IZING THE CITY CLERK TO INVITE BIDS FOR CONSTRUCTION OF

WHEREAS, the City Council of the City of Carlsbad has determined it is
necessary and in the public interest to construct the Coastal Bicycle Route; anc

al, tools, equipment, transportation and other expense necessary or incidental
for said project, Contract No. 1061, have been prepared and filed in the En-
gineering Department of the City of Carlsbad and are incorporated by reference
