3 APPOINTING MEMBERS TO THE GENERAL
PLAN HOUSING ELEMENT ADVISORY COMMITTEE.

5 WHEREAS, the City Council has established a Housing Element
6 General Plan Advisory Committee; and
7 WHEREAS, the Council deems it in the community interest to
8 appoint local residents as members of that committee;
9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
10 of Carlsbad, California, as follows:
11 1. That the above recitations are true'and•correct.
12 2. That the following•persons are hereby appointed to
13 serve as members of the City of Carlsbad General Plan Housing
14 Element Advisory Committee. Such appointments to be•for a term
15 concurrent with the existence of the committee, and in no case
16 to extend beyond December 1, 1979.

MEMORANDUM

RE: General Plan Housing Element Citizens'
Committee
The City is in the process of hiring a consultant to begin
revising the Housing Element of the General Plan as mandated
by State law. The Housing Element "Guidelines" established
by the Department of Housing and Community Development require
that the Housing Element be developed through a process which
involves input from all segments of the community. This is
best accomplished through the formation of a citizens' committee.
The basic responsibility of the Housing Element Committee
will be to provide public input, identify issues of local
concern, give the plan greater community acceptance and pre-
sent varying viewpoints on problems and approaches to solving
them.
The Committee will meet approximately six times with the
Consultant and should have representation at the Planning
Commission and Council meetings. The following is a suggested
committee structure:
one representative from:
-housing construction industry
-housing finance industry
-human relations group
-minority groups
-major local industry
-major local retailing outlet
-senior citizens group
-environmental group
-Chamber of Commerce
The Council may wish to enlarge the committee to obtain a
greater cross-section of the community. The Council may also
Wish to appoint a chairman that is currently sitting on the
Planning Commission or City Council. Because of the time
constraints involved (October 1, 1979), it is important that
the Committee run smoothly and efficiently.

IRESOLUTION NO. 5699
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, CREATING
AND ESTABLISh7NG AN ADVISORY COMMITTEE
ON THE HOUSING ELEMENT OF THE CITY'S
GENERAL PLAN.
WHEREAS, the City of Carlsbad is required to prepare and
aublish a housing element to its General Plan; and
WHEREAS, Council desires to receive recommendations on matters
)ertinent to the Housing Element of the General Plan; and
WHEREAS, having recognized and identified that this element
lust be completed by October 1, 1979, the Council does deem it
ecessary and in the public interest to establish a Citizens'
dvisory Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
f Carlsbad, California as follows:
Section 1. An advisory committee known as the General Plan
busing Element Committee shall be authorized and appointed by the
ithority of the City Council.
Section 2. This committee shall be an advisory body composed
° members of the community at large.
Section 3. The committee shall be charged with the responsi-
.lity for making recommendations to the Council on all matters
rtinent to the Housing Element of -the General Plan.
Section 4. The committee shall be composed of nine members
pointed by the Mayor with the consent and approval of the City
uncil.
Section 5. Members appointed shall serve throughout the
,eriod of the existence of the committee.
I Section 6. The chairman of the committee shall be appointed
2 by the Mayor.
3 Section 7. Meetings shall be covered by Robert's Rules of
4 Order.
5 Section 8. The committee shall meet on call of the chairman.
6 Minutes of each meeting shall be kept and a copy of the minutes of
7 each meeting forwarded to the Mayor and City Manager within two
8 weeks of the meeting date. A summary of activities report shall be
9 submitted upon conclusion of the committee's work to the Mayor and
10 City Manager within 30 days after the 1st of October, 1979.
11 Section 9. Appointment of staff liaison person shall be at
12 the discretion of the City Manager.
13 Section 10. The City Manager as he deems necessary, or as
14 directed by the City Council, shall include money to support the
15 functions of the committee in the present and following fiscal
16 year budget.
3.7 Section 11. The committee established by the City Council
18 shall continue at the pleasure and discretion of the Council
19 but in no case will its activities nor its existence extend beyond
20 the date of December 1, 1979.
21 Section 12. Members will serve without compensation but will
22 be reimbursed for personal expenses incurred in the performance
23 of duties determined to be official in nature by the City Manager.
