Subject: (Update) Statement of the Matter At the October 3, 1978 City Council meeting, the Library Master Plan Report (Update) was accepted by the Council for review and staff was directed to schedule a presentation by the consultant at a study session. On February 13, 1979 a Council study session was held, attended by the Library Board of Trustees, and Mr. Ray Holt, the consultant. At the conclusion of the study session, Council directed staff to place the report on the March 6, 1979 agenda. Exhibit None 3-20-79 Resolution No. 6 7/5 Recommendation If the City Council is satisfied that the report,-as qualified by the minutes of February 13, 1979, reflects the Council's views, then the following motion should be adopted: That Council accepts the report and expresses general agreement with the concept, subject to the concerns expressed in the qinutes of the February 13, 1979 study session. 3-20-79 Adopt Resolution No. 5 7i.S" Council Action: 3-6-79 Council referred the matter to staff for preparation of a Resolution to be returned to the meeting of March 20, 1979. 3-20-79 Council adopted Resolution 571-5, approving in concept the Revised Library Master Plan. RESOLUTION NO. 5715 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING IN CONCEPT THE REVISED LIBRARY MASTER PLAN. WHEREAS, a Master Plan for the City Library was proposed and resented to the City Council in November 1973; and WHEREAS, the Master Plan has subsequently been revised and >dated in August 1978; and I WHEREAS, the City Council and the Library Board of Trustees we reviewed and jointly discussed the revised Master Plan; and WHEREAS, the City Council and the Library Board of Trustees 2nerally support the broad concepts'presented in the revised ister Plan; NOW, THEREFORE, BE IT RESOLVED by the City Council of the ity of Carlsbad, as follows: 1. That the above recitations are true and correct. 2. That the revised Master Plan dated August 1978 is on file n office of City Clerk. 3. That the City Council hereby accepts and conditionally pproves the revised Master Plan as a broad conceptual statement f policy to serve as a guide for the future development of library rograms and facilities in the City of Carlsbad. 4. That as resources permit and budget constraints allow, ;he City Council may implement all or a portion of the Master Plan -n order to meet the needs of the residents of the City for library service. 6. That from time to time or as the needs of the City change, :he City Council may amend or modify the Master Plan as the Council ieems appropriate. 7. That the City Council approves the revised Master Plan teport subject to the deletion of Item No. 11 in the Findings iummary on page 3 of the Master Plan.
