Statement of the Matter
At the February 6, 1919 regular meeting of the City Council, a
proposed reorganization of the Engineering Department was
approved by the City. Council. Council directed staff to return
the necessary documents to implement the reorganization. These
documents are attached as exhibits and forwarded to the City Council
for consideration.

SUBJECT: ENGINEERING DEPARTMENT REORGANIZATION
I. Introduction. The proposed reorganization of the Engineering
Department requires three specific steps to implement the
changes.
A. The adoptior of three new classifications by the City
Council as amendments to the existing Classification Plan.
B. The establishment of salary ranges for the new classifi-
cations and integration of these classifications into the
salary schedules.
C. The recruiting, selection and appointment of individuals
to fill the vacant positions.
The first two steps require ccuncil action. Resolutions have
been prepared and will be forwarded as exhibits to an Agenda
Bill for council consideration on the first two steps. The
last step is an administrative function which will be initiated
once council actions are complete.
II. New Classifications. There are three new classifications
recommen ed to be added to the Classification Plan to implement
the reorganization.
A. Transportation Engineer. A professional position to perform
traffic engineering in design, construction and maintenance
of public works facilities. This classification would be
placed between the classifications of Principal Civil Engineer
and Associate Civil Engineer in the Salary Plan.
B. Construction Supervisor. Essentially an administrative
position to perform coordination and inspection work involving
design and construction of public works facilities. This
classification would be placed between the present Associate
Civil Engineer and Assistant Civil Engineer in the Salary Plan.
C. Senior Construction Inspector. A to level technical classi-
fication responsible for the coordination and inspection of
public works construction projects. This classification
would be placed at the same level as the bottom level profes-
sional classification of Assistant Civil Engineer.

III. Recommended Salary Changes. Salary changes related to the
reorganization are of two types. First, new ranges for the new
classifications. Second, increases recommended for existing
classifications. The changes are shown below, a change in the
range for Public Works Administrator has been previously
considered by the council and rejected and no change is proposed
herein.

DEFINITION '
Under general direction, to perform difficult field and office traffic
engineering work in the design, construction and maintenance of public works
facilities; to supervise and coordinate public works projects; and to do
related work as assigned.
DISTINGUISill NG CHARACTERISTICS
This is the journey level class for professional traffic engineering work.
Incumbents in this class perform difficult and complex work requiring prior
professional traffic engineering work experience and may assist in the super-
vision of other less experienced professional and paraprofessional staff.
EXAMPLES OF DUTIES +
Supervise, perform and.coordinate traffic engineering work involving the
design and installation of transportation facilities such as traffic lighting,
traffic control devices, bikeways, streets, parking facilities and other
vehicular and pedestrian traffic systems.
Work with private development engineers and contractors to review plans and
coordinate work involving traffic systems in privately constructed residential,
coima rcial and '.ndustrial projects.
Coordinate and-ticipate in overall transit planning for the City.
Review plans, ;,i .s, specifications, estimates and other work for accuracy,

Perform field inspections of the traffic system element of projects prior to,
during and upon completion.
Collect, analyze data, conduct special studies and perform other work necessary

j DEFINITION
Under general supervision, to perform highly responsible construction coordi—
nation and inspection work involving the design and construction of City
jpublic works facilities; and to do related work as assigned.
EXAPiPLES OF DUTIES
Supervise, plan, and participate in a varied program of work involving
}� construction inspection, design coordination, and contract compliance -for
street, sewer, storm drain, water, curb, gutter, and other public facility
capital design and construction projects.
Assign, supervise, and coordinate the work of Construction Inspectors, Senior
Construction Inspectors, Engineering Aides and others as assigned, involved in
contract compliance and construction inspection work.
Prepare and review bid documents, specifications, contracts and notices
inviting bids for public facility design and construction work.

` Meet with and assist engineers, architects, contractors and others involved in
preparing and interpreting construction plans, specifications and contractual
agreements.
Monitor —construction progress and participate in on —site field inspections of

-projects under construction.
Review and process progress billings for payment to engineers, contractors and
? others involved in the construction of public works facilities, and assign and
monitor the assignment of expenditures to the proper account clas;.ification.

DEFINITION
Under general supervision, to perform highly responsible construction coordi-
nation and inspection work involving public works construction projects; and
to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is responsible, journey level work involving construction coordination,
f design and construction contract management, and -on -site field inspection work
for a wide variety of public and private construction projects. The work
involves -a high degree of day-to-day contact with architects, engineers,
general contractors and construction trade specialists to assure that public
facilities are constructed in accordance with engineering standards, and City
codes and policies. Senior Construction Inspectors are distinguished from the
lower level class of Construction Inspector in that the Senior Construction
Inspector is assigned a higher level of responsibility involving design and
;( construction contract compliance work. Most work is performed in the field
[ supplemented by office plan reviews. Incumbents normally receive work assign-
men,:- from a Principal Civil Engineer or the Construction !_-'apervisor although
mos park is performed without direct supervision, t,ierefore requiring the
con--jerable use of independent judgment and initiative for successful job
t per.ormance.
EXAMPLES OF DUTIES !
Conduct special and routine inspections of private and public construction
projects inspecting materials and workmanship to assure compliance with
!, approved -plans and specifications; inspect conditions prior to the start of
construction, during construction and upon completion.
Assist contractors and engineers in the review and interpretation of plans and
specifications for public facility construction projects.
+ Assist in the review of progress payment billings and the assignment of
i progress payment expenditures to the proper account code.
! Perform a wide variety of general recordkeeping and statistical report prepar-
ation work related to public facility construction projects.
Assist in the preparation of construction progress status reports as assigned.
y, Check rough and finish grading; installation of sewer, water and storm drain
t lines, streets, curbs, gutters, and other facilities.
Inspect forms and subgrades prior to asphalt paving and concrete pouring.
' Inspect off -site irrigation and landscape systems.'
i Conduct inspections of abandoned wells, septic tanks and other facilities.
