As noted in the attached memo, nineteen applications were received for appointment to the Village Area Redevelopment Project Area Committee, prior to the close of the day on March 6, 1979. The applicants did not appear to represent a cross section of the project area and the deadline was extended administratively until March 16, 1979. Council Action: 3-20-79 Staff to provide Council with a report as to business addresses and types of businesses conducted by the applicants; said report to be to Council prior to their meeting of March 27th, for consideration at that meeting. 3-27-79 Council adopted Resolution 5720 appointing a Project Area Committee for the Village Area Redevelopment -Project Area, those members to to Jeffrey Chandler, Norris W. Since the original deadline of March 6, 1979 was established solely for purposes of permitting processing prior to the agenda deadline for the meeting of March 20, 1979, I request that the deadline be administratively extended to 12:00 noon March 16, 1979. r— MEMORANDUM DATE: March 9, 1979 TO: Jack Henthorn 2_�K FROM: Drew Aitken !: SUBJECT: APPOINTMENTS TO THE REDEVELOPMENT "PROJECT AREA COMMITTEE" - ANALYSIS A total of nineteen applications have been received by the City for appointment to the "Project Area Committee". Of the total number of applications, 15% (3) appear not to meet the eligibility criteria required for appointment under Section 33385 of the California Community Development Law. However, even though the remain(,.=r of the applications do appear to meet the letter of the law, it may be advisable to ask the Council to look into the intention of the Project Area Committee before making final appointments. This Committee will be charged with advising both the City Council and the Redevelopment Agency on matters relating to the formation of a Final Redevelopment plan for the Carlsbad village Area. To date there appears to be no cross-section among the applications submitted for appointment to the project Area Committee. Only one applicant (.05%) is a residential owner, and there are no tenant applicants. An inference that could be made about a Committee charged with such dynamic responsibilities is that the committee should constitute a more diverse group of applicant- than those pre- sently received. Recommendation That we ask the City Manager to re -open the application process for the Project Area Committee until 12:00 Noon, March 16, 1979, to allow more time for active solicitation of applicants who are residential tenants. Based on analysis of the California State Community Develop- ment Law, Section 33385, the following applications were found to be ineligible for appointment to the project Area Committee: Robert Wood Larry D. Hunts Michael C. Roston The remainder of the applications comply with Section 33385 of the California State Community Development Law. However, there appears to be a lopsided representation of non- residential applications. Recognizing that the March 6, 1979, deadl:.ne was set to enable processing for the agenda of March 20, 1979, staff has administratively extended the deadline 4-o March 16, 1979, at 12:00 Noon.
