Mgr. § At the March 6, 1979 City Council meeting, Council heard from representatives of the Tiburon-Carlsbad Homeownersr Association relative to problems created by motorcycles and four wheel drive vehicles in the area east of Tiburon. Council requested staff to return with a report and action being taken. -Exhibit Report from Chief of Police (on file in Library and City Clerk's office} Recommendation Council Act·ion: 3-20-79. Council concurred with the recommended courses of action as contained in the Report from the Chief of Police, directed staff to prepare an ordinance prohibiting off-road vehicle usage, and authorized expenditure of public funds for posting private property. / 2610 Via Astuto Carlsbad, California 92008 March 19, 1979 Attention: Honorable Mayor Ronald Packard Membersof the City Council Re: AB #5731 -Sup#l -Tiburon/Carlsbad Homeowners' Association Gentlemen and Madam: I am unable to attend the City Council meeting scheduled for March 20, 1979 but would like to address the referenced item on your agenda. On Saturday, March 17, 1979 my husband and I were taking a walk around the Tiburon development when we noticed someone on a motorcycle riding in the fields to the east of our .home. Our attention was attracted whfi we realized the rider was shouting obsrenities at us. He also threatened to have 11 500 bikers here tomorrow ... the trouble is just beginning ... who do you think you are ... living in cheap condominiums ... 11 • My husband and I strolled back towards Avenida de Anita where we had noticed a police jeep parked. We walked across the fields to talk to the police officer and noticed the biker also heading in our direction. We all reached the officer at approximately the same time. We related what had happened and the young man again began to repeat his threats, this time minus the obscen- ities. The biker was very hostile and disrespectful of the officer who finally chased him away. He apparently recognized him and said he has given the police trouble in the past. As my husband and I walked across the fields back towards our home we noticed the biker heading our way. I became quite frightened because the police officer pad left the area. Fortunately, nothing happened but it was a frightening experience. If this biker is indicative of the kind of people \~ho pursue this 11 sport 11 , then the situation is worse than I had anticipated. I know you will agree that resi- dents and taxpayers have the right to the quiet enjoyment of their homes and also the right to protection from such individuals in their neighborhood. I urge you to take whatever action is necessary to eliminate such situations from occurring in the future. If it means prohibiting the 11 sport 11 within the boun- daries of the City, so be it.
