AVEt'4UE Statement of the Matter The City has $1 2,500 budgeted for construction necessary to modify the traffic signal at the intersection of Carlsbad Boulevard and Elm Avenue. The work would consist mainly of replacing the existing two-phase controller with a ' three-phase controller, installing signal standards with mast arms on the northwest and southeast corners, installing new loop detectors, replacing all defective wiring (which is considerable) and rewiring the interconnect to the intersection of Carlsbad Boulevard and Grand Avenue. Signal Maintenance, Inc. (StlI) has proposed to do this work for $12,000 plus replacing all the field wiring as a part of its current contract*with the.City for extraordinary maintenance. Exhibits 1. MEMORANDUM TO : City Engineer FROM: Transportation Engineer DATE: February 27, 1979 SUBJECT: TRAFFIC SIGNAL - CARLSBAD BOULEVARD AND ELM AVENUE The attached letter from Signal Maintenance, Inc. (SMI) bears good news as far as getting the signal upgraded at the intersection of Carlsbad Boulevard and Elm Avenue. The City has $12,500 budgeted for this upgrading; however, receipt of some informal proposals indicated that this upgrading could cost considerably more. I propose that we do whatever we can to expedite this work and award it to SM I 1. 2. 3. 4. 5. 6. for the f ol 1 owi ng reasons : The existing two-phase controller (inherited from CALTRANS) cannot provide the desired phase to split the eastbound and westbound traffic on Elm Avenue. Automatic Signal 1826-N controller, which will provide the additional phasing and has a low maintenance history, if the City will trade in its two type 1022 controllers (which are in poor condition and were purchased from CALTRANS for $15 each) for salvage. Arrow Electric - $10,920 (excluding all controller work, inter- connect wiring, prewiring of cabinet and inspection) SMI's quoted price of $12,000 shall remain in effect for only a period of 45 days since the letter was sent. Note that the lower bids exclude considerable work that will eventually have to be added to the estimated costs. the most realistic cost and approach to the problem. Subject: TKAFFIC SIGNALS - CARtSBAD & ELM Dear Kent: Pursuant to our recent telephone conversation regarding the above noted intersection, the following counter-proposal to your original upgrade plans and specifications is submitted for your approval. As we are all aware, this location has a long history of problems with burnt up wiring in the conduits, At present, overhead temporary wiring has replaced the North-South Run on the West side and there is known defective wiring in the East-West Run on the North side, which could cause a major problem at any time. It is, therefore, recommended that all of the field wiring at this location be replaced as soon as possible to insure a safe operation for the motoring public. It is suggested this work be done on a time and material basis as part of extraordinary maintenance. Enclosed is a Red lined copy of your original plans for this intersection, which reflects changes that would enable SML to upgrade the control equipment a ype of operation you desire for a Lump Sum price You will note that SMI would furnish and inst reconditioned Automatic Signal 1826-N controller and cabinet wired completely to provide master control operation to Grand and Carlsbad.
