SUBJECT:ZCA-107, COMMUNITY IDENTITY SIGNS
Statement of the Matter
A couple of years ago Mr. Bernie Gilmore of Palomar Airport Business
Park requested that the sign .regulations be amended to permit community
identity signs for large planned industrial areas as persently per-
mitted for other planned communities. The City Council agreed and
directed staff to prepare 'an ordinance amendment. This amendment was
incorporated into a larger sign regulation amendment being processed
at that time, by the staff with the help of Chamber of Commerce. (Commu-
nity directional signs). Unfortunately the Chamber lost interest and
stopped participating. Staff also stopped work on the project which
meant Mr. Gilmore's request was tabled unintentionally. Recently, Mr.
Gilmore reminded us of his request, therefore, staff belatedly drafted
the change and submitted it to the Planning Commission for hearing.
The amendment adds to the already existing community identity sign
section which permits monument type signs at the entrances of planned
communities or PUD, the amendment will permit community identity signs
at planned industrial or office parks of 25 acres or more by CUP. The
Planning Commission recommended approval of this zone code amendment.

Recommendation
If the City Council concurs with the Planning Commission and Planning
staff, it is recommended that the City Attorney be directed to prepare
documents approving ZCA-107 as per Planning Commission Resolution
No. 1505.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF CARLSBAD RECOMMENDING APPROVAL OF A ZONE CODE
AMENDMENT TO TITLE 21, OF THE CARLSBAD MUNICIPAL
CODE, SECTION 21.41.075 TO ALLOW COMMUNITY IDENTITY
AND FREESTANDING SIGNS.

WHEREAS, the Planning Commission of the City of Carlsbad
did hold a duly noticed public hearing on March 28, 1979, to
consider the subject amendment; and
WHEREAS, the Planning Commission received all testimony
and arguments, if any, of all persons who desired to be heard,
and upon hearing and considering all factors relating to Zone
Code Amendment 107, found the following facts to exist:
1. A well planned and uniformed sign program adds unity and
identification to planned developments.
2. An identity sign program provides easy identification and
location to a planned development.
WHEREAS, the Planning Commission, by the following vote,
recommended approval of ZCA-107 as follows:
Amend Section 21.41.075 to read:
"21.41.075. Additional Community Identity and Freestanding
Signs; (a) In addition to all other signs permitted by
this chapter, property within the boundaries of a planned
community, specific plan or planned unit development may
have a sign program that provides for entrance, exit, direc-
tional and community identity signs; provided, the sign prog-
ram is approved as part of 'either the master plan for the
planned community, specific plan, planned unit development or
any amendments thereto. Planned industrial or office parks,
that are not subject to community plans, specific plans or
planned unit development may quality for community identity
signs by CUP if the site is over 25 acres in arealThe
aggregate sign area of all signs in a community identity
sign program for any one development shall not exceed a total

-.H of one hundred square feet, plus three square feet per acre
of property within the development. No individual sign
« ii in such program shall have an area greater than one hundred
fifty square feet, or exceed fifteen feet in height. Amend-
ments to an approved community identity sign program may be
granted by the Planning Commission if it is determined such
amendments are consistent with the overall objectives of the
plan."

Mr. Bud Plender presented the staff report.
THE PUBLIC HEARING OPENED AND CLOSED AT 7:55 P.M. WITH NO
PUBLIC TESTIMONY.
Chairman L'Heureux asked if this would excuse the presently non-
conforming signs around the City.
Staff replied that any non-conforming signs would remain illegal
'until such time as they applied for, and received CUP approval.
A motion was made recommending approval of ZCA-107 under the
terms and conditions as contained in the staff report dated
March 28, 1979.

Subject: ZCA - 107, Community Identity Signs;
Planned Industrial Parks.
History; A couple of years ago the City Council requested a
minor change to the sign regulation to permit community identity
signs in planned industrial areas similar to the sign program
permitted for other planned communities (Section 21.41.075).
The request for this amendment was made by Mr. Bernie Gilmore
of Palomar Airport Industrial Park.
Staff agreed with the concept and drafted the change. However,
this amendment was attached to a larger sign revision being
considered at that time regarding community directional signs.
This later change was proposed by the Chamber of Commerce
who were to work with staff in developing the ordinance.
However, the Chamber lost interest and stopped their partici-
pation. Thus, staff also stopped work on the project which
unfortunately meant Mr. Gilmore's request was tabled.
A recent discussion with Mr. Gilmore reminded us of his request.
We, therefore, drafted the change and submit for your decision.
Amendment; Presently Section 21.41.075 permits, in addition
to all other permitted signs, additional signs to identify a
planned development. These signs can be for entrance, exit,
direction, and community identity. They are approved through
a sign program submitted by the applicant at time of the
development hearing. None have yet been approved, but we are
working on a program for the Lake Calavera Hills Development.
The amendment staff drafted adds to this section, provision that
permits these additional signs in planned industrial or office
parks by a Conditional Use Permit. This means that the
Planning Commission would be able to review the sign program
at hearing.
The present code contains development standards to regulate
these signs, but the program must be acceptable to the
Planning Commission for approval.

Staff supports this change because:
1) A well planned and uniformed sign program adds unity
and identification to planned developments.
2) An identity sign program provides easy identification
and location to a planned development.
Recommendation
It is recommended that the Planning Commission recommend that
the City Council adopt ZCA- 107 , as submitted on Exhibit "A"
dated February 14, 1979.
