BUILDING DEPARTMENT FEES
Statement of the Matter
The City Council has directed staff to conduct departmental reviews of
City fees. The attached memorandum recommends that no change in fees
for the Building Department be implemented. This recommendation,is
based on the facts that: (1) all cities in the County have agreed to
implement uniform fees in accordance with the Uniform Building, Plumb-
ing, Mechanical, Electrical and Solar Energy Codes; and (2) on the
average, the revenues taken in for the budding construction process
meet or exceed the expenses of processing the permits.

SUBJECT: BUILDING DEPARTMENT FEES
The Building Department charges fees for building permits, plumbing per-
mits, mechanical permits, electrical permits, solar energy permits, grad-
ing permits (under 300 cubic yards) and for extra plan check time. These
fees are adopted by reference of the respective Uniform Codes. The current
valuation of buildings is determined by the San Diego International Confer-
ence of Building Officials. All cities in San Diego County have agreed to
follow these guidelines (see attached Resolution 1722).
Outlined below are five-year comparisons of the budgeted expenses and reve-
nues for the Building Department.

It can be seen that except for 1974-75 revenues have substantially exceed-
ed Building Department expenditures. What this does not reflect is that
Building acts as a central collection agency for services also provided by
Planning, Engineering, Fire and Parks & Recreation. While these departments
provide services and could collect a separate fee, it is administratively
more practical to collect the fees as part of the building permit process.
It is difficult to estimate how much time each of these departments spend
in support of the building permit process; however, half of the time of an
Assistant Planner and an Assistant Civil Engineer are allotted to building
permit review. The Fire and Parks & Recreation Departments provide inspec-
tion and landscape support.
RECOMMENDATION
After discussing this issue with the Building Director, it is recommended
that the current building fees and related fees remain the same for two
reasons: (I) All cities in San Diego County have agreed to uniform fees
for similar services; and (2) on the average the revenues taken in for the
building construction process meet or exceed the expenses of processing
the permits.
The fee discussion paper gave three potential fees for consideration: Con-
ditional occupancy, occupancy permit and zone/sign enforcement fines. Only

the conditional occupancy permit was recommended for serious considera-
tion. Since it has be6n recommended that the Building Department fees
not be changed, it is also recommended that the three potential new
fees not be considered at this time.

A RESOLUTION OF THE �.TY COUNCIL OF THE CITY OF
CARLSBAD APPROVING COORDI`tATION OF UNIFOR`9
BUILDING REGULATIONS WITHIN THE COUNTY OF SAN DIEGO
The City Council of the City of Carlsbad does resolve as
(follows:
1, WHEREAS, it is recognized that the bulk of the population o
San Diego County is a part -of one large metropolitan area with.city
limit boundaries being contiguous to each other in many instances,
and
2. 4V[IEREt\S, it is recognized that construction costs of build
ings within our metropolitan area can be adversely affected by a
difference in building regulation requirements between jurisdiction ;
and
3. V;tIEREAS, the cost of providing inspection department servi
increases when these differences in building regulation require-
ments exist between the various jurisdictions of Sin 6iego County;
and
18 .4. WHEREAS, it is recognized that differences in building regu-
19 lations between the various jurisdictions in our County can be a
20 source of confusion and inconvenience to designers, guilders,
21 material suppliers, and others i•ilio use these re,ulations; and
22 S. WHEREAS, the San Diego Chapter .of the International: Confer-
23 once of Building Officials has by its letter dated April G, 1970,
24 presented,a proposal to assure that these differences in building

27 THEREFORE, BE IT PrSr'i.VED that the City Council of the

City of Carlsbad does concur r:ith the objectives and approves the

San Diego Chapter of the International Conference of Building
Officials :which are called for the purpose of reviewing building
code regulations and amendments thereto with San Diego County
jurisdictions and to.participate in the development of as much
uniformity in these regulations as practicable.
The City Council further directs that its Building Department
Director brin; to the attention of this Body all amendments endorsed
by the San Diego Chapter of the International Conference of Build-
inQ Officials with his recommendations regarding their adoration by t
this legislative body.
BE IT FURTHER RESOLVED that all ordinances which are adopted
by this legislative body which affect building regulations and
which did not originate as a result of prior endorsement by the
San Diego Chapter of -!,.e International Conference of Building
officials are direct-1 to be forwarded to said Chapter for their
information and determination as to whether they should be

recommended for adoption by all toehr jurisdictions within San
Diego County.
PASSED, APPROVED, AND ADOPTED at a meeting of the City Council
of the City of Carlsbad, California, held May 5, 1970 , 19-0
by the following vote, to wit:
APES: Councilman Dunne, McComas, Jardine, Castro and Lewis.
NOES: None.
