PROPOSED.CONTRACT FOR EMPLOYEE RELATIONS - PERSONNEL CONSULTANT
Statement of the Matter '
During 1978 the city contracted for the services of William
Hamilton and Associates as an Employee Relations Consultant.
It is the recommendation of the City Manager that William
Hamilton and Associates be contracted with again this year.
It should be noted the -services offered by William Hamilton and
Associates as -outlined in the attachment are more extensive
then those services offered in 1978. This resalts from change
in the method of identifying and describing the various services
offered by the contractor. The city should re^eive more-
com :ehensive service at a reduced cost as.compared to 1978
under the terms of the recommended contract.

Council Action:
5-1-79 Council adopted Resolution 5761, authorizing the Mayor to execute
a contract with 14illiam.Hamilton and Associates for the purpose of
serving as Labor Relation Consultants.

SUBJECT: Services of Personnel Consultant
The WILLIAM HAMILTON and ASSOCIATES proposal provides
for a broad range of services. The services are offered on a
new fee basis. It is the intent of the staff to primarily use
the service 'for employer - employee relations consultation and
occasional assistance in recruiting. Under the new fee
provisions, most of the services required can be accommodated with
'the monthly retainer fee. Those infrequent occasions where
on site assistance isiheeded, we would be billed on a flat
hourly fee as -we were last year. The new system should provide
a savings in fee costs.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA AUTHORIZING
THE MAYOR TO EXECUTE A CONTRACT WITH
WILLIAM HFiMILTON AND ASSOCIATES FOR THE
PURPOSE OF SERVING AS LABOR RELATION
CONSULTANTS.
WHEREAS, the City Council has concurred in the recommendation
to have the services of an employee relations - personnel
consultant;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California as follows:
1. That the above statement is true and correct.
2. That the Mayor is hereby authorized to sign the agreement
dated Mares 16 1979 from William Hamilton and Associ-
ates, for labor consultant services which is incorporated herein
by reference and on file in office of City Clerk.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council or. the _1tt day of ,'1979,
by the following vote, to wit:
AYES: Councilmen Packard, Skotnicki, Anear, Lewis and
Councilwoman Casler
