GENERAL PLAN HOUSING ELEMENT CJTIZENS' COMMITTEE Statement of the Matter At their meeting of March 6, 1979, the City Council adopted Resolution No. 5699 establishing a nine. (9) member General Plan Housing Element Citizens' Committee. Resolution No. 5700 (attached), ivhich'designates coumittee membership, was referred back to staff so that any groups or institutions which may be affected by or connected with the City's Housing Element could be notified. Approximately twenty five (25) organizationg and/or i'ridividuals were notified of the committee openings. Notice was also placed in the Carlsbad Journal. Deadline for application - was April 20, 1979. In a memo to the City Manager on February 23, 1974, staff suggested that the Housing Element Committee be structured as -broadly as possible and recommended the following committee make-up: One representative from: . housing construction industry. a major local ihdustry •hous,ing finance industry . major local retail outlet human relations group senior citizens group minority groups environmental group ' Chamber of Commerce. The City has received 12 applications for the 9 committee openings. In the above categories, the,Cify has received applications from the construction industry; the housing finance industry; a minority group; local major industry; the senior citizens; a human relations group and the Carlsbad Chamber of Commerce, (the applicant from industry is also a member of the Chamber). The City did not receive applications from an environmental group;or a major retail outlet. The " City'also received applications.from citizens with expertise outside the suggested categories which may be helpful to the committee. Applications have been accepted from people in the transportation industry, real estate, and the League of Women's Voters. Attached is a summary of the applications listed by applicant affiliation. It is further recommended that the Mayor appoint one of the nine members as Chairman. WHEREAS, the City Council has established a Housing Element eral Plan Advisory Committee; and WHEREAS, the Council deems it in the -ommunity interest to oint local residents as members of that committee; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City Carlsbad, California, as follows: 1. That the above recitations are trite and correct. 2. That the following persins are hereby appointed to ve as members of the City of Carlsbad General Plan Housing ment Advisory Committee. Such appointments to be for a term current with the existence of the committee, and in no case extend beyond December 1, 1979. WHEREAS, the City Council has established a Housing Element General Plan Advisory Committee; and WHEREAS, the Council deems it in the community interest to appoint local residents as members of that committee; and WHEREAS, the Council desires a nine -member committee, and previously appointed eight of those members by adoption of Resolution No. 5700; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
