Statement of the Matter
Bids for recoating Skyline Reservoir were opened by the City Clerk at
3:00 n.m. on April 13, 1979. Three bids were xe,2eived and are shown
on the attached Bid Summary.
The low bid was submitted by Valley Sandblasting & Coating of Hemet
in the amount of S18,840. This bid exceeds the engineer's estimate of
�15,OQ'1 by 25.6�. This difference should not be considered oui of line
as the amount of work reauired to complete this contract depends on how
rusty the surfaces to be recoated are and, therefore, the amount of sand-
blasting necessary. Woodside%Kubota,& Associates, consultants on this
project, recommend that the contract be awarded to Valley Sandblasting &
Coating:
Funds for this project were approved in the Capital Improvement Program
and $24,000 is available in Account No. 1-51-3970.

Following the bid opening for the subject project, this office
has proceeded with the assignment of evaluating the "Bidder's
Statement of Financial Responsibility, Technical Ability and
Experience" as submitted by the apparent low bidder, Valley,Sand-
blasting & Coating Co., Inc. Our assessment procedure involved
contacting four of the six listed projects and in each of the
four instances we conducted telephone conferences with the
individuals responsible for construction or management people
representing the public water service agencies.
We are pleased to report that in each of the four public water
agencies it was reported that Valley Sandblasting & Coating Co.,
Inc., performed as a competent contractor displaying knowledge
and workmanship and having a positive business relationship with
the public agencies. In one instance there was specific reference
to the fact that Mr. Robert M. Smart, President of the firm, was
an active member of the organization so that positive and direct
management control of the construction project was maintained.
We also contacted a representative of a leading coating system
manufacturing and distribution company who responded to the
question of competence as well as financial responsibility that
the low bidder is a sound financial organization and has an
outstanding reputation in their field of endeavor.

On the basis of the information that we have collected we recommend
to the City of Carlsbad that an award be made to Valley Sandblasting
& Coating Co., Inc. If, you have any questions regarding these pro-

" CALIFORNIA, ACCEPTING BIAS AND AUTHORIZING THE EXECUTION

OF CONTRACT NO. 1063 FOR THE RECOATING OF SKYLINE RESERVOIR

WHEREAS, bids have been received by the City of Carlsbad for recoating

Skyline Reservoir, Contract No. 1063; and

WIMMAS, the low bid received for this project was submitted by Valley
7
Sandblasting & Coating of Hemet in the amount of $18,840; and
8
WHEREAS, funds are available in Account No. 1-51-3970 for this project;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad as follows:
