DEPARTMENT: Engineering COASTAL BIKE ROUTE - CONTRACT NO. 1061 SUBJECT: STATEMENT OF THE MATTER On April 17, 1979 the City Clerk opened bids for construction of the Coastal Bicycle Route. The only bid received was from Sully-Miller in the amount of $496,569.50. The Consultant's estimate for the project was $333,693.80. It is recommended that this bid be rejected. The plans and specifications have been reviewed and revised by staff to el iminate all non-essential portions of .the project. Staff has also prepared a revised estimate which reflects current construction market conditions. The new estimate is $329,089. It is grant funds if we act promptly to implement the project. able for the project include: $190,492 from LTF Funds (Bicycle Lane Account at CPO) 14,000 from CalTrans Funds (Bicentennial Bicycle Route) 34,000 from City Revenue Sharing $238,492 staff's opinion that the revised project will not jeopardize available Funds presently avail- If the City wishes to complete the project this year it will have to provide an additional $95,000. The 1978-79 CIP has $80,000 budgeted for the design of Tamarack from Carlsbad Boulevard to 1-5. The Tamarack project does not look feasible for the near future. Upon receipt of responsive bids, the Council may be asked to consider a transfer of appropriations. These funds have not been obligated. EXH I B I TS 1. Resolution No&7&7 rejecting all bids. 2. ' 5 7 6 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REJECTING ALL BIDS FOR CONTRACT NO. 1061 FOR CONSTRUCTION OF THE COASTAL BICYCLE ROUTE WHIBEAS, a bid has been received by the City of Carlsbad for construction of the Coastal Bicy'cle Route, Contzact No. 1061; and WHEREAS, the bid received for this construction, in the amount of $496,569.50, substantially exceeds the funds available for the project in the 1978-79 budget; and WHEFlUS, the City Council has determined that the public interest requires the Council to exercise its discretion under Section 3.28.120 of the Carlsbad Municipal Code and reject this bid; NOW, THEREFORE, BE IT FlESOLVED by the City Council of the City of Carlsbad as follows: - 1. That the above recitations are true and correct. 2. .That the bid for Contract No. 1061 for construction of the Coastal Bicycle Route is hereby rejected. WHEFEAS, the City Council of $he City of Carlsbad has determined it is necessary and in the public interest to construct the Coastal Bicycle Route; and WHEREAS, revised plans and specifications for the furnishing of all labor, material, tools, equipment, transportation and other expense necessary or inci- dental for said project, Contract No. 1061, have been prepared and filed in the Public Works Department of the City of Carlsbad and are incorporated by refer- ence herein; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carls- bad, California, as follows: 1. The above recitations are true and correct. 2. .The plans and specifications as presented are hereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to publish, in accordance with law, notice to contractors inviting bids for the construction of the Coastal Bicycle Route, in accordance with plans and specifications hereinabove referred to.
