Subject: WORK CLOTHING FOR MISCELLANEOUS EMPLOYEES Statement of the Matter When representatives of the city and the Carlsbad City Employees Association failed to reach agreement concerning salary and other terms of conditions of employment for Fiscal Year 1978-1979,' the City Council saw fit as a result of an impasse procedure to implement certain items which were currently the subject of the meet and confer process. One of these items was a request from miscellaneous employees to change the color of work clothing and a method whereby safety shoes were provided for city employees. The color changes for work clothing have been implemented and the system for acquiring safety shoes has been implemented. Subsequent to its implementation, the system of providing safety shoes for city employees has proved to be cumbersome and difficult to administer. Therefore, the staff is recommending to the City Council that the provisions of its Exhibit.0 to Resolution No. 5635 be rescinded and that,the City Manager be given authority to originate and administer a system of providing safety shoes for miscellaneous employees. Such a system is felt will better meet the safety needs of the city and its employees. Exhibit Resolution No. .3- Recommendation If the City Council concurs with Resolution No. which is attached as an exhibit, it is recommended that the City Council adopt Resolution No. S7z% Council Action: 5-15-79 Cou•ncil adopted Resolution 5776, rescinding a section of provisions of Resolution 5635, effective work clothing for employees of the City. v x RESOLUTION NO. 5776 �• A RESOLUTION OF THE CITY COUNCIL OF THE 2 CITY OF CARLSBAD, CALIFORNIA, RESCINDING A SECTION OF THE�PROVISIONS OF RESOLUTION NO. 5635, EFFECTIVE WORK CLOTHING FOR EMPLOYEES OF THE CITY OF CARLSBAD. • 4 WHEREAS, the City Council in an attachment to Resolution 5 No. 5635 adopted December 6, 1978, established rules for the provi- 6 sion of work clothing to miscellaneous employees; and 7 WHEREAS such provisions are proven to be cumbersome in their 8 implementation; 9 NOW, THEREFORE, BE IT RESOLVED by'the City Council of the 10 City of Carlsbad as follows: 11 1. That the above recitations are true and correct. 12 2. Rescinds that portion of Exhibit C to Resolution No. 5635, 13 entitled Work Clothing. 1d 3. Tile City Councii authorizes and directs the City Manager 15 to implement provision of work clothing for miscellaneous employees 16 of the city by administrative directions. 3.7 PASSED, APPROVED AND ADOPTED at a regular meeting of the 18 Carlsbad City Council held on the 15th_ day of May 1979, 19' by the following vote, to wit: 20 AYES: Councilmen Packard, Skotricki, Anear, Lewis and 21 Noss: None Councilwoman Casler • 22 ABSENT: None 23 24 RONALD C.
