Subject: PROPOSED CLASSIFICATION AND SALARY SCHEDULE CHANGES FOR POLICE EMPLOYEES Statement of the Makter As previously reported to the council the city's consultant, Ralph Andersen and Associates, has completed the st.udy of the city's existing classification plan. The staff presented the entire plan to the council stating that separate portions of the plan would be introduced for council approval following council's receipt of the classification plan and manual as prepared by Ralph Andersen and Associates. The staff is now prepared to introduce to the council for adoption those portions of the study that apply to police employee positions. Implementation of the pollce employee portions of the classifi- cation plan involves two' distinct subjects. The first subject is the introduction ana recommended adoption of class specifi- cations and titles for police employees recommended by the consultant including classes of Police Captain, Polic'e Lieutenant, Police Sergeant, Police Officer, Communications/Records Supervisor, Communications Operator 11, and Communications Operator I. These class specifications constitute the updating .of class descriptions and titles. They also constitute the establishment of a new entry level position of Communications Operator I. This is. consonance with the overall approach to the classification plan creating new entry .level positions. These class descriptions entitled are shown as exhibits to-$& attached resolution. The second subject introduced by this agenda bill to the council is the establishment of a new classification of Senior Police Officer. This new classification reco*mendation did not originate with the consultant. It is a result of a Memorandum of Understand- ing signed between the City and Carlsbad Police Officers' Associa- tion for the current fiscal year. In that Memorandum of Under- standing, it was agreed to investigate the possibility of imple- menting the new classification. The staff and representatives of the Carlsbad Police Officers' Association have met and have studied the feasibility of instituting the new classification. These representatives have agreed and have made a joint recommendation, via the Chief of Police, to the City Manager who concurs in recommending to the council the implementation of the class title and description of Senior Police Officer, contained as an exhibit to the attached-resolution. S,enior Police Officer is designed to serve the departmentls needs by identifying police officers with advanced skills and experience, to serve as..the detectives and in spec-ific positions in patrol as designated by the chief. The recommended salary range for. Senior Police Officer is 5% above that of a Police Officer. The procedure of establishing a classification of Senior Police Officer has been accomplished by other agencies in the county under different titles but serving the same purpose, such as those found in the City of San Diego, City of El Cajon, and City of Oceanside. initially create 14 positions for Senior Police Officer. these positions are presently in the detective bureau and presently are paid an additional 5% for such service. The practice of paying 5% additional salary to investigators (detectives) will cease upon the implementation of this class. That the revised police employees' salary schedule set Eorth in Exhibit A, attached hereto and made a part thereof, is 3dopted as the compensation plan for all employees covered by said schedule for Fiscal Year 1978-79. resolution will now be effective beginning the first pay period following its adoption and shall supercede any previously adopted salary plan made in motion or memorandum of understanding which grants, confers or creates benefits exclusively for police employees. That the above recitations are true and correct.
