CANNON LAKE PARK
Statement of the Matter
The Parks and Recreation Commission, at its April 16, 1979 meeting recr
ommended that the City Council consider adding Cannon Lake Park to the
Capital Improvement Program projects scheduled for fiscal year 79-80.
The site for Cannon Lake Park was donated by Mr. and Mrs. W. D. Cannon
to the City of Carlsbad in November, 1976.
Cannon Lake Park is a project consisting of 6 acres with a fresh water
lake, providing facilities for fishing, rowboating, picnic and lawn areas
and a comfort station. The park is contained in the Parks and Recreation
Element of the General Plan as unnamed acreage, and would fulfill the
needs for an active community park. It is located east of Terramar and
west of the railroad tracks on Cannon Road. The costs were originally
estimated at $213,400.
Originally, the City planned to apply for a reimbursement grant to receive
half the costs of the project through the Land and Water Conservation
Fund Program. Since there are funds available for next f iscal.-year through
this program it is recommended that the City make application if the Council
approves the project. Since this is a reimbursement grant, the City would
need to finance the entire project until completion. There is currently
park-in-lieu monies for District #4 in the amount of $23,778 (some of which
is designated for other parks projects).

Recommendation
If Council concurs, approve the project for fiscal year 79-80 to be added
to the Capital Improvement Program and authorize staff to apply for any
grants which might be available.
Council Action:
Council directed the matter returned to the Parks & Recreation Commission
for further study, evaluation and prioritization as part of the Capital
Improvement Program.
