Statement of the Matter
Members of the community representing both youth and adult groups have expressed their concern over the lack of lighted athletic fields in Carlsbad and related issues.
The department wishes to update City Council on the citizen's and depart- ment's concerns.

SUBJECT: ATHLETIC FACILITIES STATUS REPORT
BACKGROUND
For the past two years, the Parks and Recreation Department has observed a gradual increase in the number of youths and adults involved in athletic programs which are played on lighted and unlighted fields throughout the City of Carlsbad. It has become apparent the community's needs now exceed available facilities.
The department presently coordinates facility requests for the city's facilities, Chase Field and Cannon Park, as well as the two school facilities, Pine Field and Levante. In addition to
scheduling field use for the department's men's and women's slow pitch softball leagues, we are requested to approve field use for Pony League, Little League, Bobby Sox, Pop Warner, Soccer Associa- tion, Victory Christian School, Boys and Girls Club Training League and Encinitas Soccer Association (see Attachment A). Our task has become one of an arbitrator to mediate compromises on use of these facilities.
COMMENTS
Pine Field Currently being used by Pine Elementary School from 10:OO a.m. to 2:OO p.m. and by the department and community from 2:OO p.m to 11:OO p.m., daily. The lights on this field are presently being renovated. The city has purchased the necessary equipment and Carlsbad Electric Company is providing the volunteer labor. The project is anticipated to be completed by June 15, 1979.
Chase Field -001 district property pruchased by city April 4, 1978. Community volunteers developed three ballfields with restroom facilities and storage building. Two of the fields were lighted in the spring of 1975. One field remains to be lighted at an esti- mated cost of $16,000 to $20,000. The additional lighted field will enable all groups to incorporate additional teams in their respective programs. The lighting of the subject field has been recommended in previous Capital Improvement Programs but has not been approved to date. There is presently $23,778 in District 4 park-in-lieu funds available for potential joint funding, however, it should be noted that there are other park projects that are also recommended for future development within the park-in-lieu district

PROPOSED FACILITIES
Staff has investigated and analyzed other potential playing areas that could be used by all segments of the community (Attachment B,
Item C). In addition, the school district has indicated their willingness to cooperate jointly with the City of Carlsbad and various community groups in the joint use and development of school facilities throughout the district.
RECOMMENDATION
Because of the city and public concern regarding the increase in
athletic field use, it is recommended that:
1. An Ad Iioc Committee under the direction of the Parks and Rec- reation Commission be appointed to review existing facilities, determine needs, explore possible funding and joint development cooperation, and survey other cities regarding their contribution toward community youth sports programs.
2. Review and update existing Park and Recreation Element to the General Plan to insure the future development of active func- tional park and recreation areas.

Magnolia Elementarv School
(1) large undeveloped multi-purpose area with grading, soil preparation, irrigation and seed could lend itself to a very nice multi-purpose field, possibily two fields. School District willing to negotiatie, also community groups willing to participate in development.
Kelly Elementary School
Possible site for 4 small softball playing fields. School is currently under construction.
