FEE FOR MAILING OF ENVIRONMENTAL NOTICES
Statement of the ~fatter
The City Co�:ncil at the May 15, 1979 meeting questioned whether the fee
for mailing of environmental notices was,to high in comparison to the
costs of agenda mailings. Since the City Clerk's office is considered
a public service department the costs of agenda mailing are not meant to
recover full costs and basically only cover the costs of postage.
The $60 fee for mailing of environmental notices was set to recover the
costs of staff time, materials and postage. Activity in this area is
expected to increase when the sewer moratorium is lifted.

Recommendation
If Council wishes to recover the full costs of processing, it is recom-
mended that the current $60 fee be retained.
Council Action:
Council continued this item until the next regular meeting for staff
reevaluation of the fees as compared to other mailing fees charged by the
City.

SUBJECT: FEE FOR MAILING OF ENVIRONMENTAL NOTICES
At the May 15, 1979 meeting the City Council raised the question of
whether the fee for mailing of environmental notices was too high in
comparison to the costs of agenda mailing. The City Clerk's office
is generally considered a public service department and no attempt
was made to recover the complete costs of agenda mailings. The higher {
fees were recommended to cover the escalated costs of postage.
The fee for mailing of environmental notices of appeal, hearings and
other notices was set in 1973 and the revenue is collected by the
Planning Department. At the time the fee was set there was consid-
erably more activity in the development area resulting in mailing of
more environmental notices. The fee was set based on full cost re-
covery of staff time, materials and postage.
RECOMMENDATION
If Council wishes to recover the full costs of processing, it is
recommended that the current fee be retained. The sewer moratorium
has significantly decreased the activity relating to this fee but
it is expected that ais will increase in the future. If the current
$GO fee is retained .• is estimated that over the long -run that this
will recover the cost! associated with processing these requests.
