Subject: CALIFORNIA LIBRARY SERVICES ACT MONEY (CLSA) Statement of the Matter i At their January 2, 1979 meeting, Council instructed staff to establish a ' special fynd for the equal access money received from California Library Services Act, CLSA., which would require Council approval prior to expenditure of said fund. At the Library Board of Trustees meeting on April 18, 1979 the Board voted unanimously to request'Council'to release CLSA money ($3,752.00) to purchase replacement books for the Children's collection. CALIFORNIA 92006 ') 111 fo-, April 25, 1979 TO: Library Board of Trustees, Carlsbad City Library FROM: Daniel Arnsan, Children's Librarian SUBJECT: Use of State funds for replacement and refurbishment of children's books 1 As outlined in a communication to the City Librarian March 7, 1979, increasing circulation figures have caused excessive wear and tear on the children's book collection. To cope with this situation I have requested a portion of the State Funds available to us for the in- ordinate use of our facility by neighboring communities. The $3,000.00 n I have requested will purchase approximately 500 volumes at an average price I estimate at $5.95 per volume. According to the most recent "Bowker Annual of Library and Book Trade Information" (23rO edition, 1978), my estimate is a little low. Bowker gives the average juvenile book price at $6.64 (Table 3, U.S. Hardcover Books: Average Prices and Price Indexes). Apparently my estimate is low because my preliminary order selection comes to a total of 436 volumes, or an average of $6.88 per volume. The unit cost per book is slightly higher due to the higher cost of prebound books. Due to the attrition rate and heavy use sustained by children's books, I prefer to order prebound (heavy duty binding); experience has shown that these books do last longer than trade bindings or even%publisher's library bindings. I will be happy at the next Board meeting to demonstrate the difference between the three bindings in relation to their use by children. Below is a tentative breakdown of the volumes I intend to purchase, by type: Picture Books 312 Non fiction 72 Fiction (J and JY) 52 TOTAL 436 I hope the above information clarifies the need for providing a portion of CLSA funds for children's books.
