AGENDA BILL NO. ST *? Q 3 -^ju^^pJL-^A-^C 3^J? Initial:
DATE: June 19, 1979 c> Atty['
DEPARTMENT: MAYOR C. Mgr.
Subject:
COUNCIL POLICY NO. 2 AMENDING LODGING AND MEALS
Statement of the Matter
Mayor Packard has requested that the following be presented to the
Council for consideration:
On January 16, 1979, Council Policy No. 2 was revised and a limit
set on amounts for lodging ($30.00 per night), breakfast ($3.00),
lunch ($5.00) and dinner ($8.00), totaling $46.00 per diem. The
present policy further states that the individual amounts set may
not be exceeded, i.e., a lesser amount spent for breakfast and the
difference added to the dinner cost.
In light of the rising cost of both lodging and meals, it is sug-
gested by staff that a flat per diem rate of $58.00 be set.
Fractional days could be computed at the rate of $2.42 per hour.
This is similar to P.O.S.T. who patterns their per diem plan after
the State. A flat per diem rate permits a more flexible control
of expenses and would be a "not to exceed" figure. Actual amounts
spent would still be required to be shown on the travel sheet
breakdown.
