Subject: COUNCIL POLICY NO. 2 AMENDING LODGING AND MEALS Statement of the Matter Mayor Packard has requested that the following be presented to the Council for consideration: On January 16, 1979, Council Policy No. 2 was revised and a limit set on amounts for lodging ($30.00 per night), breakfast ($3.00), lunch ($5.00) and dinner ($8.00), totaling $46.00 per diem. The present policy further states that the individual amounts set may not be exceeded, i.e., a lesser amount spent for breakfast and the difference added to the dinner cost. In light of the rising cost of both lodging and meals, it is sug- gested by staff that a flat per diem rate of $58.00 be set. Fractional days could be computed at the rate of $2.42 per hour. This is similar to P.O.S.T. who patterns their per diem plan after the State. A flat per diem rate permits a more flexible control of expenses and would be a "not to exceed" figure. Actual amounts spent would still be required to be shown on the travel sheet breakdown. Exhibit None Recommendation If Council concurs that the lodging and meals portion of Policy No. 2 should be amended, instruct staff to process the necessary changes. Council Action 6-19-79: Council concurred that the lodging and meals portion of Policy No. 2 should be amended, and instructed staff to process the necessary changes in accordance therewith.
