SUBJECT: Lease and Installation of Mechanical Dewatering Equipment
Statement of the Matter
On May 15, 1979, Council Adopted Resolution No. 5766, approving specifications
and authorizing the Clerk to invite bids for the lease and installation of Me-
chanical Dewatering Equipment for the Encina Water Pollution Control Facility.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders
was published and Request for Bids was made. Four responses were received,
opened, witnessed and recorded on June 4, 1979.
The lowest responsive bid that met the specifications was from Ralph B. Carter
Company; 192 Atlantic Street; Hackensack, New Jersey 07602 in the amount of
$2,120 per month, plus transportation and start-up charges of $3,750.

Recommendation
It is recommended that the Contract for the lease and installation of the Me-

Dear Les:
Per your request, C M has reviewed the dewatering equipment
manufacturers' bids received by the City of Carlsbad on 4
June 1979. Of the four manufacturers contacted to submit
bids only Carter and Kruger have equipment available for
immediate delivery.
Cost Analysis
The Carter 32-1.5M belt press and the Kruger 250 Scroll
centrifuge would provide the needed dewatering capacity to
process the daily Encina sludge volume. The estimated total
costs associated with dewatering via the Carter belt filter
and the Kruger centrifuge are summarized in Tables 1 and 2
respectively.
Interim Sludge Dewatering Recommendation
Based on the equipment available and the cost estimates in
Tables 1 and 2 it is C M's recommendation that Encina secure
the use of the Carter 32-1.5M belt press. This recommendation
is based on the following:
(1) The cost analysis indicates a substantial cost
savings with the belt filter.
(2) The plant expansion and upgrading plans incorporate
the use of belt filters for the ultimate dewatering
system. The use of belt filters for the interim
system affords the operators the opportunity to gain
valuable operating experience on belt filter
operations.
(3) Previous on-site investigations at Encina WPCF
indicate belt filters are capable of consistently

producing dewatered sludge concentrations of 25%
TS on digested primary sludge. The possibility
exists to reduce hauling cost by $60 per day if
a dewatered sludge of 25% is consistently achieved
because the Bonsall landfill site would be available
for final disposal. This potential cost saving is
not evident with centrifugation based on the on-site
experiments conducted by C M.

installation of the interim dewatering station.

RESOLUTION NO. 5805
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING A BID AND
AUTHORIZING THE EXECUTION OF A CONTRACT FOR
THE LEASE AND INSTALLATION OF MECHANICAL
DEWATERING EQUIPMENT. .
BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
1. That the bid of Ralph B. Carter Company; 192 Atlantic Street; Hackensack,
New Jersey 07602, is hereby accepted and the City Manager is hereby authorized
to execute a1 contract for the lease and installation of Mechanical Dewatering
Equipment at a cost of $2,120 per month, plus transportation and set up charges
of $3,750.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad at
a regular meeting held on the 19th day of June , 1979, by the following vote,
to wit:
AYES: Mayor Packard, Councilman Lewis, Skotnicki, Anear and
Councilwoman Casler
