SUBJECT: TRANSFER OF FUNDS TO MEET CASH FLOW REQUIREMENTS FOR
THE ENCINA PHASE III UPGRADING AND ENLARGEMENT
STATEMENT OF MATTER /"
The Encina Phase III Project has been separated into multiple contracts and
is proceeding on an accelerated schedule. Prior to June 30, 1979, the Vista
Sanitation District should receive an EPA Grant Offer of approximately
$4 million to facilitate the first phase of construction. In order to receive
the grant, the Vista Sanitation District must certify that adequate funds are
on hand to meet the cash flow requirements and the local share of funds on the
proposed project.

If the Council concurs, authorize the transfer of $330,000 from the Unappropriated
Sewer Reserves (16-000-0900) to the Sewer Construction Fund (16-207-3059)
and adopt Resolution No. 5809

Re; Phase III Cash Flow
A review of the status of the Vista Trust Fund indicates that we are
about to reach the point where our agencies must contribute again to
meet cash flow requirements.
As of this date, nearly $500,000 has been expended for engineering
services and several agencies are nearing zero balances. I anti-'
cipate filing a request for grant reimbursements in July for about
$600,000. We should receive this amount sometime in September.
We are also filing a Step 3 Grant Application (for construction) and
the State requires that we have the local share plus 25% for cash flow
purposes on hand. Since you must certify that VSD has these resources,
we should ask the affected agencies to move immediately to increase
their Trust Fund balances. •
I estimate the following amounts will be required through September,
1979:
Vista Sanitation District $370,000
City of Carlsbad 330,000
Buena Sanitation District -0-
San Marcos County Water District 190,000
Leucadia County Water District 220,000
Encinitas Sanitary District 40,000

These amounts should be deposited in the Vista Trust Fund no later
than June 30, 1979.

OF CARLSBAD, CALIFORNIA, AUTHORIZING THE
TRANSFER OF FUNDS TO MEET CASH FLOW REQUIRE-
MENTS FOR THE ENCINA PHASE III UPGRADING AND
ENLARGEMENT.
BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows: • ^
1. That the transfer of Three Hundred Thirty Thousand Dollars
($330,000) from the Unappropriated Sewer Reserves (16-000-0900) to
the Sewer Construction Fund (16-207-3059) is hereby authorized and
approved.
2. That Department of Finance Fund Transfer No. 45 on file
in said department and incorporated by reference herein is approved.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held the 19th day of June , 1979,
by the following vote, to wit:
