Statement of the Matter

i' At the June 5, 1979 Council meeting current Engineering fees were considered.
The attached report outlines recommendations for new Engineering fees of
which seven potential fees were considered. A summary of the proposed new

Review of Septic Proposals: Single family residential -
$20; Commercial, Industrial and any subdivisions - $30
plus $10 per ,lot; Revised proposals - $10
Inspection Overtime: $15 per hour
Street Vacations-, $400
Quticlaim of Easement: $40 plus cost of title report
Appeals to Council: $50
Research Time: $15 per hour.

SUBJECT: RECOMMENDED NEW ENGINEERING FEES
The preliminary "Fee Discussion Paper" listed seven potential
new fees the Council may wish to consider for the Engineering
Department. A brief discussion with specific recommendations
is presented below:
Review of Septic Permit Proposals
With the sewer moratorium in effect, the interest in septic
systems has increased, causing the Current Development Section
of the Engineering Department an increased workload. Currently,
septic permit proposals take a review by the City Engineer,
processing for Health Department permits and a final determination
by the City. Commercial, industrial and subdivision review take
more time than single-family residential. The City Engineer
recommends the following fees for septic permit review:
Single-family residential - $20
Commercial, industrial and any subdivisions - $30 plus
$10 per lot
Revised proposals - $10
Inspection Overtime
Contractors often request early morning, evening or weekend
inspections by construction inspectors in order to keep a job
going. The City Engineer believes this is necessary, but the
expense should be paid by the contractor. He recommends that
contractors be charged at a rate of $15 per hour for requesting
any inspection overtime outside of regular work hours. This
amount is based on the top step of a construction inspector at
time and a half, rounded up to irclude some administrative costs.
Street Vacations
Street vacations at a citizen's request usually are for the
personal benefit of the citizen and require extensive staff
work to prepare maps and legal descriptions, notify interested
parties and public utilities,prepare resolutions and notices
of hearing, post streets, prepare staff reports, etc. This
proc-.ss takes between 20 and 25 hours of staff time. The City

usually receives about four requests a year. The City Engineer
recommends a fee of $400.00 to cover the costs of processing
an average street vacation.
Quitclaim of Easement
The City releases interest in an easement, usually so a citizen
can build on it. This requires Council action, staff reports,
etc. Since the City is giving something away that is a direct
benefit to the property owner, the City Engineer recommends
a fee to recover costs. Approximately two hours of staff time
is required to process an average quitclaim. A fee of $40.00
plus the cost of the title report is recommended to cover the
costs of processing.
Appeals
Citizens have the right to appeal to the City Council any staff
decision or to be exempted from an ordinance or a resolution.
All cities in the County have an appeal fee except Carlsbad,
Coronado and Del Mar. These cities have fees ranging from $20.00
to $125.00. The City Engineer recommends that Carlsbad institute
a fee for all appeals received by the Engineering Department to
defray the costs of processin . This would also help to eliminate
non -substantial requests. A , 50.00 fee is recommended.
Research Time
A citizen may have concerns and desire information that may take
hours to compile. An example might be a person who desires the
names of property owners on a large street. While this is public
information, it may require extensive staff time to compile. The
City Engineer's recommendation is that when significant research
(one or more estimated hours) is done for a citizen, it shall be
by written request approved by the City Engineer. An hourly
rate of $15.00 is recommended, as this the standard rate applied
to some of the other fees.
Traffic Signals
This issue was addressed as part of the Public Facilities Fee.
No further action is recommended at this time.
