In order to continue to operate during the early part of 1979-80,
it is necessary for the city to have a fiscal plan. Since the'
council has not had an opportuntity to review the 1979-80 • .
preliminary Budget, the council may wish to adopt the existing
1978-79 budget as the fiscal plan of. the city with the restriction
that no capital outlay items be purchased without prior council
approval. " " . . •
Upon adoption of the final budget, this resolution would be null
and-void. .

RESOLUTION NO. 5830
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING
THE PRELIMINARY OPERATING BUDGET FOR
FISCAL YEAR 1979-80 AND ESTABLISHING
CONTROLS ON APPROPRIATIONS FOR CAPITAL
WHEREAS, it is necessary that the City of Carlsbad have a
fiscal plan of operation for the year 1979-80; and
WHEREAS, the City Council has not been presented a
preliminary budget for 1979-80.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the adopted budget for fiscal year 1978-79 is
adopted as the interim budget and the amout designated department
total for each department and each fund in said budget is hereby
appropriated to said department or fund subject to the controls
herein.
3. That appropriations for each capital outlay item
included in the said budget shall not be effective unless
expressly authorized by the City Council.
4. That upon the enactment of a resolution adopting the
final operating budget for fiscal year 1979-80, this resolution
shall be null and void and of no further force and effect.
