Subject: RECOMI4ENDED WIMRAW744 FROM PARTICIPATION IN THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT PROGRAM Statement of the Matter The city has participated in the Comprehensive Employment and Training Act Program since its inception in January of 1974. Both the city and CETA employees have gained from participation in such a program. The city has gained in terms of the employees' contributions to services to the citizens of Carlsbad. The CETA employees have gained by experience and enhancing job proficiency to a point where they may seek employment in the private or public sector. At present the city has four CETA employees remaining. New criteria for hiring CETA employees, resulting from renewal of the CETA legislation, have made continuation of the program less desirable. Some of the restrictions growing out of present CETA legislation are limiting the term of employment to 18 months as opposed to the previous period of 24 months; imposing requirements for comprehensive employee training and attendant employee training records; the establishment of salary ranges is well below the bottom range existing in the city; restrictive new eligibility criteria which would require the city to recruit only in areas not covered by the City of San Diego or other cities with a population in excess of 50,000; and certifica- tion of new employees by the Employment Development Department of the State of California. With the new CETA criteria, it appears a continued participation would require a greater staff effort than benefit to the city as a result of employing CETA employees. Therefore, it is recommended to the City Council that the city withdraw from the CETA program which was administered by the County of San Diego at the end of the federal fiscal year which is September 30, 1979. Resolution No. Recommendation If Council concurs, adopt Resolution No. Council Action 7-3-79: Council adopted Resolution No. 5831 .r• w CITY OF CARLSBAT Personnel Department MEMORANDUM DATE June 20, 1979 TO City Manager FROM Personnel Director SUBJECT: CETA SUMMARY The city has participated in the CETA program under the adminis- tration of the County of San Diego since its inception in January of 1974. During that period the city has employed a total of forty-one CETA employees. The city currently employs four. Of the total of forty-one CETA employees, six have been integrated into the city's permanent work force, two were dismissed early in the program for attendance and the balance of thirty-three have found employment in either the private or public sector directly from their employment with the City of Carlsbad. The city has consistently met the objectives of the CETA program in terms of serving the significant sectors of the community. We have provided employment and experience under both Title II and Title VI to our CETA employees. Of the four CETA employees remain- ing, three of them have.appointments which we are required to terminate on September 30, 1979. The remaining employee, a clerk in the library, could continue for a period of six more months. Considering the restrictions imposed by renewed CETA legislation it is not recommended that this employee be continued nor is it recommended that the CETA program be continued. New CETA require- ments: Limited term of appointment to 18 months of service; new CETA requirements provide for comprehensive employee training programs and comprehensive recordkeeping of the program; new CETA salary ranges fall well below the lowest salary range existing in any of the city salary plans; new selection criteria would limit us to hiring employees under the new CETA criteria which would normally mean certification by the Employment Development Department. All of these and many other factors considered, the benefits of the program to the city would greatly diminish. It would involve an increase of staff time to the Personnel Department and in the operating departments to conduct and to validate training required for CETA employees. Therefore, it is recommended that the city withdraw from participation in the CETA program at the end of the current federal fiscal year of September 30, 1979. JEROME N. PIETI Personnel Director JNP/jm -.. _ .... ..a-.1.w.. ems.. .., �..�.....w.. 1 RESOLUTION NO. 5831 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE 3 WITHDRAWAL FROM THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT PROGRAM AS ADMINISTERED BY 4 THE COUNTY OF SAN DIEGO. 5 WHEREAS, the City of Carlsbad has participated in the 6 Comprehensive Employment Training Act Program contracting with 7 the County of San Diego since January of 1974; and 8 WHEREAS, participation in the program has been a benefit 9 to the city and to the employees involved; and 10 WHEREAS, new Comprehensive Employment Training Act requirements 11 are considered restrictive to the point where the cost of adminis- 12 tering the program would greatly diminish its usefulness to the 13 city; 14 NOW, THEREFORE;, BE IT RESOLVED by the.City Council of the City 15 of Carlsbad, California, as follows: 16 1. That the above recitations are true and correct. 17 2. That the city will terminate its participation in the 18 Comprehensive Employment Training Act Program which is administered 19 by the County of San Diego, effective September 30, 1979. 20 PASSED, ADOPTED, AND APPROVED by the City Council of the City 21 of Carlsbad, California, at a regular meeting held the 3rd b2 day of July , 1979, by the following vote to wit: 23 AYES: Councilmen Packard, Skotnicki, Lewis, Anear and Councilwoman Casler 24 NOES: None 25 ABSENT: None 26 • ONALD C.
