At'their January 2, 1979 meeting, Council instructed staff to establish
a special fund for the equal access money received from California Library
Services Act, CLSA, which would requi•re*Counci1 approval prior to expenditure
of said fund.
At the Library Board of Trustees meeting on June 20, 19- 0-1 the Board voted
unanimously to request Council to release CLSA money ( $12,i29.60) to purchase
periodicals on microform.

At its regular meeting on June 20, the Board of Trustees unanimously
approved a motion requesting that the funds received by the library
for the 3rd and 4th quarter CLSA reimbursement ($12,729.60) be released
by Council for the purchase of periodicals on microform. Attached is
a memorandum from Mr. Brookhart, Head of Reader Information Services, ;
explaining the benefits to be derived from this action.

MEMORANDUM
TO: Library Board of Trustees

SUBJECT: CLSA "equal access" funds for 3rd and 4th quarters
This is a request that CLSA "equal access" funds for the 3rd and 4th quarters
be used to increase our collection of periodicals on microforms.
The library maintains a large collection of periodicals. About 275 titles
are kept retrospectively. Most of these files begin in 1960, but some are
kept from earlier peric's. In some instances subscriptions did not begin
until the 19701s. .1t has been our policy to keep all magazines that are
indexed in the basic library indices, and to bind those that are most commonly
used. This periodical collection is atremendous resource, and is used exten-
sively. It is also extremely bulky. At present 97 3'x6' sections of shelving
are utilized to rouse this collection. This represents about 625 square feet
of library space. The collection is housed on shelving that would cost
nearly $7,000 at today4�s prices.
Periodicals on -microform have many advantages as a solution to the "magazine
problem". Their format permits a 94% saving in housing space. Microforms
reduce incidence of mutilation and theft. Microform material is easily
reproduced; and we currently have a printer for both fiche and film. Current
microform subscriptions are generally less expensive than binding the maga-
zines. An increased collection of magazines on microfiche would mean improved
and faster service to the patron. Such a collection could be easily stored
in the reference area of the library, and could be easily accessed by the
reference staff. The current storage of magazines in the north mezzanine
causes a considerable delay in retrieval.
Use of the funds from the 3rd and 4th quarters for microform would mean
augmenting a collection that would release 94% storage space, be cheaper to
maintain, provide faster patron access, and permit closer control and super-
vision. I urge that the Carlsbad Library be permitted to use the funds for
this purpose.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
THE TRANSFER OF FUNDS FOR PURCHASE OF
PERIODICALS ON MICROFORM.
BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
1. That the transfer of twelve thousand, seven hundred twenty-nine
dollars and sixty cents (12,729.60) for the purchase of periodicals on
microform be made from the unappropriated fund to the Library Dues and
Subscriptions Account is hereby authorized and approved.
2. That Department of Finance Fund Transfer No. 3 on file in said
department and incorporated by reference herein is approved.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad
at a regular meeting held on the 7 t h day of A u g u s t ,
1979, by the following vote, to wit:
