Subject: PROPOSED CLASSIFICATION AND SALARY SCIiEDULE CHANGES FOR MANAGEMENT EMPLOYEES Statement of the Matter As previously reported to the council, the city's consultant, Ralph Andersen and Associates, has completed the study of the city's existing classification plan. The staff is now prepared to introduce to the council for adoption those portions of the study that apply to management positions. Implementation of the management portion of the classification plan is a complicated procedure and will be accomplished in four separate steps. Step one will involve the adoption of a City Council resolution adopting new management class specifications. Step two proposes changes to the salary schedule of the Executive Compensation Plan. The Third Step presents a change to Section 2.44.030 of the Muni- cipal Code. This change reflects changes of personnel who are not classified employees. The fourth and last step changes Section 2.48.030 (7) of the Municipal Code. This action changes titles of those employees identified as management employees by this code section. CITY OF CARLSBAL Personnel Departiitent MEMORANDUM DATE : July 26, 1979 TO City Manager FROM Personnel Director SUBJECT: PROPOSED CLASSIFICATION AND SALARY SCHEDULE CHANGES FOR MANAGEMENT EMPLOYEES As previously reported to the council, the city's consultant, Ralph Andersen and Associates, has completed the study of the city's existing classification plan. The staff presented the entire plan to the council stating that separate portions of the plan would be introduced for council approval following council's receipt of the classificati-)n plan and manual as prepared by Ralph Andersen and Associates. The staff is now prepared to introduce to the council for adoption those portions of the study that apply to mangement positions. Implementation of the management portion of the classification plan is a complicated procedure and will be accomplished in four separate steps. Step one will involve the adoption of a City Council resolution adopting new management class specifications. Among the management class specifications attached, three have been previ- ously adopted and implemented by council as part of the Engineering Department reorganization adopted on March 20, 1979, these are Public Works Administrator, City Engineer, and Principal Civil Engineer. Council has also previously, May 15, 1979, adopted Police Captain and Police Lieutenant classifications. These are resubmitted only to provide a single source reference which can be used in dealing with management personnel. Two new titles are proposed for present positions: Personnel Director and Purchasing Officer. Finally, two new classifications are proposed as manage- ment classes: Administrative Aide and Equipment Maintenance Superintendent. Step two proposes changes to the salary schedule of the Executive Compensation Plan. Salary changes are those recommended by the consultant as internal adjustments in the establishment of new ranges for new classifications. Management bevel I position changes involve the positions of Assistant to the City Manager and Personnel Director. The range for Assistant to the City Manager is lower than that previously existing. The range for Personnel Director is the sama range as currently exists for the incumbent 'assistant to' who becomes the Personnel Director. Thus reflecting, it is antici- pated that a present Administrative Assistant will become Assistant to the City Manager which would provide a salary increase for the individual. Another change reflected is that of Purchasing Officer with a salary range which equates to the incumbent's salary range as an Administrative Assistant, thereby not imposing any increases. Page The salary range shown for the City Engineer has previously been adopted by the City Council. The salary range shown for the Public Works Administrator has previously been recommended to the City Council and rejected. It is contained on the appendix to the resolution principally because it is still a recommendation of the city's consultant. On the Management Level II positions the primary change is that of rectifying discrepencies that exist in the superintendent range, Street Superintendent salary range made equivalent to that of Utilities Superintendent. Too, there have been range changes accomplished for Recreation Superintendent and Parks Superintendent. The ranges shown reflect the current ranges for incumbents. Once again, some of the salary ranges have been previously adopted but are reintroduced by a single reference source. The third step presents a change to Section 2.44.030 of the Municipal Code. This change reflects changes of personnel who are not classified employees. The fourth and'last step changes Section 1.48.03o (7) of the Municipal Code. This action changes titles of those employees identified as management employees by this code section. WHEREAS, a study of the City's existing classification plan has been completed; and WHEREAS, certain amendments to the City's classification plan have been recommended; and WHEREAS, the City Council concurs in the recommendations to �.amend the classification plan for management positions; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations -are true and correct. 2. That the Classification Plan of the City of Carlsbad is hereby amended by the addition of the class specifications and tittles for management employees contained in the Classification Manual and Position Classification Study Final Report prepared by IRalph Andersen and Associates which are on file in the office of the City Clerk. The class specifications and titles adopted shall supercede any class specifications and titles previously adopted. The City Council of the City of Carlsbad, California does !ordain as follows: SECTION 1: That Title 2, Chapter 2.44 of the Carlsbad 1plunicipal Code is amended by the amendment of Section 2.44.030 to I read as follows; 112.44.030 City service.
