RECOMMENDATION If Council is prepared to appoint a Citizen's Committee at this time, approve Resolution No.Q• C9uncil Action: 8-7-79 Council concurred to use the proposed categories as a general guide only. No other action was taken. - 8-21-79 Council continued the matter to the meeting of August:29, 1979. 8-29-79 Council agreed that the Board of Realtors,.Mobile Homeowners Associations, Chamber of Commerce, League of Women Voters, Library Board of Trustees, Parks and Recreation Commission and Planning Commission each appoint one member to serve on this committee, and requested the matter be returned -to their meeting of Sept. 18, 1979. Cipriano Edwfn S. Schick, Jr. H. B. "Jerry" Bank Barbara Donovan Alice V. Beach Bob Sayder..., David Thompson Robert Dias The remaining two vacancies will be appointed at a later date, those being from the local developer portion and resident in South Carlsbad. July 31, 1979 MEMORANDUM TO: City Council FROM: City Manager SUBJECT: Citizen's Committee to Review the Need for a Public Facilities Fee Council, at their regular meeting of July 3, received a staff report which provided a rationale for developing a public facilities fee. Council, in their discussion, expressed concern about the analysis and indicated that a Citizen's Committee made up of a representative cross section of the community should be formed to review the analysis and to make recommendations for modifications to the approach or to develop an alternative means to providing funding methods for future capital require- ments. Specific concerns expressed by Council are as follows: 1. Should the analysis consider the total capital requirements for build -out (projected to mid-21st century at present growth rate) or be reduced in scope to cover those capital needs for a shorter period of time, i.e. projecting requirements For the next 10 - 20 years or some other period of time. 2. Should the fee include full funding for certain catagories of public improve- ments, particularly parks and arterial roads, or should the catagories of capital needs to be included, be reduced. 3. Should capital facilities required by growth be fully funded by that growth or should the funds required for these facilities be provided from increased revenues coming to the City due to this growth (i.e. property taxes, sales taxes, etc.). It is suggested that a Citizen's Committee composed of representatives of the following population segments would provide a community cross section capable of developing positive recommendations to the Council: 1 - Board of Realtors 1 - Mobile Homeowners Association 1 - Chamber of Commerce 1 - Local Developer Interests 1 - A Condominium Homeowners Association - League of Women Voters 1 - Library Board of Trustees 1 - Parks and Recreation Committee 2 - Resident/Homeowners - South Carlsbad (South of Palomar Airport Road) 2 - Resident/Homeowners - North Carlsbad (North of Palomar Airport Road) 12 Total Citizen's Committee to Review the Need for a Public Facilities Fee -2- July 31, 1979 Staff support for the Citizen's Committee will be provided by.the City Manager on an "as required" basis. The period over which the public facility reeds should be 1proj ected. 2. Should the basis for the fee include cons i.derati.on for parks and arterial streets. 3. Should the revenue required to construct public facilities concurrent with need be fully funded by the fee collected at the time of building nexmit issuance, or funded in part from revenues from other sources. 4.
