Atty Cty. Mgr. .. SUBJECT : La Costa Sign Program Statement of the Matter In December, 1975, the Council approved, in concept, a directional sign program for the La Co.sta area. The final sign program was to be to the satisfaction of the Planning Director. Staff was to report back in two years after approval on the feasibility of such sign program. ' Recently ' the City Council noted that a review has not yet been completed.' The reason for the delay is that the sign program. as proposed in concept by La Costa Land Company was never einalized-through the staff. Neve'r- theless, La Costa Land Company did place some si'gns, of which some are still standing, Attached is planning staff's review of the sign program that was constructed . - by the La Costa Land Company. to show them at the City Council meeting if you.so desire. The La Costa Land Company has indicated willingness to.work with staff in deve'lopkng a new sign-program. They feel theycan have this program for City approval within 30 days. If a new sign program is not submitted to the satisfaction of the Planning Director, staff should proceed with enforcement of the existing nop-conforming signs in the La Costa area. BP :ms. Council Action: 8-21-79 Council concurred with the :staff-r,Gcommendation. 4 .I MEMORANDUM DATE : July 9, 1979 TO : Paul Bussey, City Manager FROM: Planning Department RE : LA COSTA SIGN PROGRAM In September, 1975, the La Costa Land Company submitted a proposal for a La Costa sign program to the City Council. La Costa felt that the signs could be authorized under Section 21.46.060(3) of the sign ordinance. This section allows directional, warning or informational signs authorized by federal, state or municipal authority. Since the program was approved a new section has been added to the code allowing directional and community identity signs in planned communities by amendment to the master plan. On December 16, 1975, the City Council approved the concept of the La Costa sign program. Staff was instructed to work with repre- sentatives from La Costa to determine the specifics of the sign program. Council approved the program for two years, at which time staff was to have reported back to the City Council. Staff could find no evidence that any specific program had been adopted, or that a time limit had been placed on the signs. Several proposals were submitted to the City in 1976 and 1977 although none appear to have been accepted. Those signs which are part of or may be part of the La Costa sign program are listed below. Included are entrance, directional, and information signs. Entrance Signs "Welcome to Rancho La Costa." One sign is located on the west side of Rancho Santa Fe at Olivenhain Road. This sign is leaning and looks as if it is going to fall. The second sign, on the east side of El Camino Real at Camino Vida Roble, has already fallen. The signs are approximately 5 feet high, with a sign area of 15 square feet. Directional Sisns - Subdivisions "Rancho La Costa." These signs also list several subdivisions by name. There is one on the south side of La Costa Avenue, east of El Camino Real and one on the east side of El Camino Real south of La Costa. THe other two are on the north side of La Costa at Cadencia and at Esfera. The signs are approximately five feet high with about twelve square feet of sign area per face on two faces. The signs are low in profile and are generally pleasing signs. They serve a purpose in assisting visitors in finding various subdivisions. The subdivision signs direct visitors only to subdivisions near La Costa Avenue. In addition, many of the newer subdivisions have not been included on these signs. This has resulted in special treatment for those subdivisions which are listed. Directional Signs - La Costa Hotel There is a large sign advertising the La Costa Hotel and Spa at the southeast corner of La Costa Avenue and El Camino Real. The sign is approximately twelve feet high with an area of 70 square feet. There is a second sign at the corner of Costa del Mar and El Camino Real. ProPosed Proaram The La Costa Land Company has indicated a willingness to institute a revised sign program for the La Costa Planned Community. The proposed program will include the directional signs, but will pro- bably not include the entrance signs. Any signs not approved in the program would have to.be removed. While the signs for the hotel would remain the same, the subdivision signs would be changed. The signs would be similar in design, but would not have subdivision names. The signs could instead give area names. For example, the condominiums near the golf course would be divided into north condo areas and south condo areas. There would also be smaller, numbered sub-areas, which would be listed on the signs. Only one sign could be placed at an inter- section. Recommendation Require that a new program be submitted for City Council approval within thirty days. If no new program is submitted, direct staff to proceed with enforcement. KL: jd 7/9/79
